Site work and paving for a mixed-use development in Lodi, California. Working plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The CITY is requesting Proposals (competitive sealed proposals) from qualified proposers to design and construct a skate park at Lawrence Park, 350 N. Washington Street, Lodi, CA 95240. Performance Deposit: Each proposal must include a cashier's check, certified check, or bond in the amount of $1,000, made payable to "City of Lodi" as a faithful performance deposit. This deposit ensures that if selected, the proposer will enter into the Agreement in good faith. No personal or company checks will be accepted, and the deposit may be cashed by the City. Performance deposits will be returned to unsuccessful proposers. Question Deadline 06/11/2025 at 5:00 PM PT. The CITY reserves the right to reject any and all Proposals or waive any irregularities in any Proposal or the Proposal process. PROJECT GOALS AND OBJECTIVES To design and construct a state-of-the-art skate park that meets community needs, adheres to safety standards, and enhances the recreational offerings of Lawrence Park. The CITY seeks proposals from qualified firms or individuals, hereafter referred to as "Proposer(s)," to achieve these objectives. The proposed skate park shall provide a safe, designated place for all wheel-sport enthusiasts (skateboarders, bike rides, scooter riders, in-line skaters, wheelchairs, etc..) to develop their skills and enjoy the company of their peers. The skate park PROJECT shall be state-of-the-art, based on the latest skate park design principles and constructed with the highest quality materials to ensure durability and longevity. It will feature a mix of street and transitions-style terrain, with elements designed for all age groups and ability levels. 1. Skate Park Design a. Layout: The skate park design shall include designated sections for beginners, transition areas, and advanced sections, with a mix of street and transition-style terrain. The advanced section must incorporate architectural and artistic elements with obstacles that vary in difficulty, while the transition section should have smooth flow and cater to riders of all skill levels. b. Amenities: Design features should include bowls, halfpipes, quarter pipes, flat bars, round rails, stairs, ledges, curbs, manual pads, flat gap, and pump track (Pump track included in Phase 2.) c. Safety and Visibility: The park should have unobstructed sight lines throughout the facility to avoid blind spots, ensuring safety for users and spectators alike. The open design should provide safe access from the parking lot and seating areas for resting and socializing. d. Lighting (Phase 2): LED lighting for night use, with the option to phase in lighting later to reduce initial costs, should be included. e. Spectator Facilities (Phase 2): Bleachers or designated viewing areas should be provided for spectators. f. Master Plan Requirement: All elements of Phase 2--including LED lighting, spectator seating, perimeter fencing, and the pump track--must be included in the overall master plan, even if their construction is scheduled for a later phase. The master plan must show how these features will be integrated into the site and function cohesively with Phase 1 improvements. The Scope of Work outlined in this section will be incorporated into the final contract by reference. The firm selected for the project will be responsible for achieving the goals and objectives as described in this Request for Proposal (RFP), and may break down tasks or work items as necessary to complete the project. The City envisions that the project will be executed in two phases based on the availability of funding and resources, with Phase 1 focusing on the design and construction of the core skate park, and immediate infrastructure and Phase 2 will include supplemental recreational and support amenities. All elements of Phase 2 must be fully included in the Phase 1 master plan to ensure cohesive site development. 1. Phase 1: Skate Park and Core site Development a. Site Assessment: i. Evaluate existing site conditions, identifying potential challenges or constraints. ii. Identify any required tree removal and propose mitigation strategies if applicable. b. Community Outreach: Facilitate community meetings and discussions to gather input from residents and park users regarding design preferences and needs for the skate park and pump track (Pump track included in Phase 2.). c. Design Services: i. Conduct topographic surveying, conceptual designs, and preliminary designs. ii. Prepare construction plans stamped by a California-licensed engineer, including calculations, concrete mix designs, and project specifications. iii. Design shall include: 1. A minimum of 12,000 square feet of skateable surface, with designated beginner, transition, and advanced zones. 2. An accessible path of travel through the site that complies with ADA standards. 3. Integrated utility infrastructure to support both Phase 1 and future Phase 2 elements. 4. Playground layout and location (constructed in Phase 2 but planned in this phase). 5. Associated parking improvements to accommodate increased use. iv. Ensure the design adheres to all California building codes, city ordinances, and ADA requirements. d. Construction: i. Begin construction of the entire skate park and supporting infrastructure. ii. Provide necessary project management services, overseeing all construction activities to ensure timely completion. iii. Include features like reinforced concrete surfaces, safety elements, lighting, and seating where possible within Phase 1. e. Cost Estimation and Budgeting: Provide detailed cost estimates and phased budgeting to ensure that Phase 1 remains within the allocated budget. Outline projected costs for Phase 2 elements as part of the master plan. 2. Phase 2: Additional Park Amenities. Phase 2 will focus on additional park features that may be constructed as funds and resources allow. These elements will complement the skate park by enhancing the overall recreational experience at Lawrence Park. All elements listed below must be planned and integrated into the master plan developed during Phase 1, even if not constructed until a later date. a. Pump Track: Design and construct a standalone pump track that complements the skate park layout and supports skill development for a variety of users. b. Perimeter Fencing: Install fencing around the skate park area to provide controlled access and security while maintaining visibility and safety. c. LED Lighting: Install LED lighting throughout the skate park and pump track area to extend park usability into the evening hours. d. Spectator Facilities: Install bleachers or designated viewing areas that provide comfortable and safe zones for observers. e. Playground and Picnic Structures: Construct a playground and nearby picnic shelters that are accessible and inclusive. Designs should support family-friendly park usage. 3. Master Plan Requirement: All elements of Phase 2 must be included in the Phase 1 master plan, even if construction is deferred. This ensures continuity and efficient integration of future improvements. The plan should show spatial relationships, utility needs, and logical phasing strategies for the long-term buildout of the park.
