Renovation of a water / sewer project in Snohomish, Washington. Completed plans call for the renovation of a water / sewer project.

The City of Snohomish is seeking a contractor to furnish all labor, tools, materials, and equipment necessary to complete the Motor Control Center (MCC) and Generator Replacement project at the Snohomish Wastewater Treatment Plant (WWTP). The work to be performed under this contract includes, but is not limited to, the following: oMeasures for temporary erosion and sediment control. oRemove and salvage the existing emergency generator to the Owner and demolish associated appurtenances, duct, conduit, wire, and fuel piping inside the existing Generator Building. oDemolish the existing diesel storage tank and associated appurtenances, bollards, conduit, wire, and fuel piping. oRepair of the existing Generator Building roof following demolition of the existing generator exhaust duct. oDemolish the Generator Building inlet and exhaust louvers and replacement with new wall sections and windows. oConstruction of a concrete pad near the existing Generator Building for installation of the new generator and providing three new bollards for protection of the generator. oDemolish and replace existing asphalt paving for construction of the new generator pad. oConstruction of a concrete pad for installation of the new automatic transfer switch (ATS) adjacent to the south side of the Laboratory/Office Building. 'Install a new Owner-furnished diesel generator with sound attenuating enclosure; and sub-base fuel tank, including associated conduit and wire connecting the new generator to the new ATS. oInstall a new Owner-furnished standalone ATS, including associated conduit and wire connecting the new ATS to the new switchboard. oDemolish the existing switchboard, Emergency Motor Control Center No. i (EMCC1), Normal Motor Control Center No. 1 (NMCC1), and their components, including an integral transfer switch and connection with Emergency Motor Control Center No. 2 (EMCC2) at the south end of the WWTP. oProvide temporary power to critical equipment during replacement ofthe switchboard, EMCC1, and NMCC1. Demolish and replace the existing door and hardware for the Electrical Room ofthe Laboratory/ Office Building. oCut an opening and furnish and install a new doorway in the ElectricsI Room ofthe Laboratory/ Office Building. oDemolish and replace the two existing cabinet doors for Main Control Panel l.A. (MCP-1A). Demolish wiring for switches, lights, and LED displays mounted on the existing panel doors back to the terminal strips and PLC. oFurnish and install a second 8-port Ethernet switch and an Ethernet PLC card in existing MCP-1A. oInstallation of a new Ownerfurnished switchboard and EMCC1. Loads currently powered by NMCC1 will be consolidated into new EMCC1 South (EMCC1S) and EMCC1 North (EMCC1N), such that all loads for the north end of the plant will be fed from the new EMCC1 and be connected to backup power. Additionally, new EMCC1 will include a soft starter for the small screw pump, in addition to soft starters for the two large screw pumps as is currently provided within existing EMCC1. Replacement ofEMCC1N must be completed within a period of 1 week, which may require after hours work. oFurnish and install new power cables in existing conduits from the existing electrical service to the new switchboard. oFurnish and install new power cables in existing conduits from the existing equipment (screw pumps, HVAC equipment, and water heater) to new EMCC1S. oReconnect existing wires for existing loads to new Panels N-l and E-I in EMCCIS. oReconnect existing wires for existing loads to new EMCC1N. oFurnish and install conduit and wire connecting EMCC1.S to the new7 ATS and EMCC1S to EMUCIN. oConnect the new EMUCIN and EMCC1S starters to MCP-1A via Ethernet and modify MCP-1A programming to receive/send the same signals via Ethernet. oConnect the new generator and ATS to MCP-1A and modify MCP-1A programming to receive/send signals primarily via Ethernet with limited hardwired signals. oModify the existing Supervisory Control and Data Acquisition (SCADA) system programming to display the same information and retain the same functionality with the new ethernet communications protocol. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount; equal to five percent (5%) of the grand total amount of such bid proposal, AND LIST OF SUBCONTRACTORS. A one hundred percent (100%) Contractor's Performance and Payment Bond is required. The bond must be delivered, to the Snohomish City Clerk within ten (10) working days after notification of the award to the successful bidder. The Bond must be approved by City officials before the contract award is final. Questions must be received no later than 5:00 PM (Pacific Time) on Thursday, October 24th 2024, Questions received after this date will not be answered. No bidder may withdraw his bid after the hour set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding sixty (60) calendar days. The bidder further agrees to begin work within ten (10) working days after Notice to Proceed has been issued by the City of Snohomish. The Contractor has Two Hundred Twenty (220) working days to complete the construction of the project. Engineer's Estimate: $1,300,000 - $1,700,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
