The Project consists of furnishing all materials, labor, and equipment for the replacement of approximately 462 linear feet of existing 8-inch diameter concrete gravity sanitary sewer extending between two existing manholes with new 8-inch PVC sanitary sewer, re-installed on original grade, including traffic control, lateral re-instatement, trench restoration with gravel backfill, and asphalt resurfacing along the sewer alignment in the westbound travel lane of Park Street. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis. The City plans to fund all or part of the Project with proceeds of federal grant State and Local Fiscal Recovery Funds ("SLFRF") provided through the American Rescue Plan Act ("ARPA"). As such, all work procured and performed must strictly comply with all applicable federal and state laws, rules, and regulations, including but not limited to procurement and labor laws, federal grant related laws and requirements, Equal Employment Opportunity, Davis Bacon Act, and O.C.G.A. 36-80-28 regarding contracts with local governments. Bids shall be accompanied by a bidder's bond in the amount of not less than five percent (5%) of the bid. No bid may be modified, withdrawn, or canceled for a period of sixty (60) days after Bid Opening. Qualifications of the Bidder will be reviewed before award of the Contract. Bidders shall be qualified to do business and licensed in accordance with all applicable laws of the state and local governments where the Project is located. The City of Palmetto may consider award of the Contract to other than the low Bidder. The City reserves the right to reject any or all Bids and to waive irregularities therein, and all Bidders shall agree that such rejection shall be without liability on the part of the City for any damage or claim brought by any Bidder because of such rejections, nor shall the Bidders seek any recourse of any kind against the City because of such rejections. The filing of any Bid in response to this invitation shall constitute an agreement of the Bidder to these conditions. The City will not be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids will only be received from Bidders who obtain Bidding Documents from the Issuing Office Bidder questions must be submitted in writing (email) to the Engineer with copy to the Public Works Director and City Administrator at least five business days before Bid Opening (November 12).
