Site work for a civil project in Thomas, West Virginia. Completed plans call for site work for a water / sewer project.
This project consists of the construction of a new 56,000 gallon water storage tank adjacent to the existing water storage tank, installation of new 8" ductile iron water lines and connecting to existing water lines, sanitizing the new water tank and placing it into service, abandoning and removing the existing steel water tank, installing 6' chain link fencing, and other necessary appurtenances. All work as described below shall be substantially complete within 210 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 240 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day. Bids shall be accompanied by a certified check or bid bond payable to City of Thomas in an amount equal to five percent (5%) of the base bid All Bidders are required to have a West Virginia Contract's License per Section 30-42-12 of the West Virginia Code. The prospective bidder's license number must be included in the first envelope as per the Bid Opening Checklist. All subcontracts shall furnish their contractor's license number to the prime contractor prior to award of the contract. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Upon receipt of the advertisement for bids, kindly respond with an expression of interest by 10th ,October, 2024, to David Watson with CEC via email at dwatson@cecinc.com. A bidder may not withdraw the Bid for a period of ninety (90) days after the date set for the opening of bids. A two-envelope system will be used. Each must be submitted in a sealed envelope. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder, "Bid on City of Thomas - 56,000 Gallon Benbush Water Storage Tank", Received by City of Thomas, 307 Spruce Street, Thomas, WV 26292. Envelope No. 2 labeled "Bid Proposal" shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR-1 of these contract documents. If such documents are found to be in order, Envelope No. 2 "Bid Proposal", will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 "Bid Proposal" will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid.
