Contractor shall provide all equipment, materials, personnel and supervision as needed to perform utility locating and marking services. Contractor shall identity and label County-owned utility lines located within VDOT right-of-way and/or on the Dinwiddie County Government Complex located at and around 14010 Boydton Plank Road, Dinwiddie, VA 23841 as requested. Dinwiddie County has a fiber optic line that runs from this address along Route 1 to 13516 Boydton Plank Road, Dinwiddie, VA 23841. These lines are registered with VA811. Term of Contract Contract will be awarded to the successful vendor for an initial period of twelve (12) months beginning February 1, 2025, with the option for renewals under the terms, conditions and pricing of the original contract for up to four (4) additional twelve (12) month periods, unless either party gives written notification to the other party sixty (60) days prior to expiration of the then-current term that they do not wish to renew. The contract(s) and any renewals of the contract(s) are subject to the availability of funds and annual appropriations by the Board of Supervisors. Price increases, if any, shall negotiated at time of renewal. Contractor shall respond to all issued locate tickets issued through VA811 in the time periods required. Contractor shall locate and mark private utilities, as requested, that are not registered with VA811. These include private electrical, plumbing and fiber lines at the Dinwiddie County Government Complex and the Dinwiddie County Sports Complex. Additional locations may be added at the request of the County. Contractor shall locate and mark all utilities comprised of, but not limited to electrical, fiber optic, coaxial cable, and underground drainage per each specified request, in accordance with Section 56- 265.21 of the Code of Virginia - Marking by Color. Contractor will only be responsible for Dinwiddie County Government controlled and operated utilities. Any working contractors or any additional parties performing work on Dinwiddie County Government property shall be responsible for issuing tickets through VA811 for all public utilities to include, but is not limited to: Dominion Energy, Comcast, and others. Prior to beginning work, the Contractor shall review the current underground utility runs in VA811 and assist the County with correcting or adding new lines. This will be done on an hourly rate basis. Award will be made to the vendor that, in the County's opinion, provides the best overall value. Best value will be based on price, availability, experience, and other information provided in the quotation. The County reserves the right to award by item, groups or items or total, to reject any and all quotations in whole or in part, and to waive any informality or technical defect if, in its judgement, is in the best interests of the County.
