Mississippi Mills is seeking a qualified environmental consultant to provide landfill monitoring, reporting, and engineering consulting services for three landfill sites. The successful consultant will deliver high-quality services efficiently and effectively, meeting the requirements of both the initial project scope and any potential future work. The successful consultant will ensure all work is completed in accordance with the most recent version of the following legislation and guidance documentation as amended: Ontario Environmental Protection Act (EPA) and its regulations, Ontario Health and Safety Act, Ontario Water Resources Act, MECP procedures for sampling and analysis MECP Landfill Standards, and All applicable federal and provincial legislation. All work shall be completed in a timely manner as outlined in Section 2.3. Adhering to the work schedule is imperative to ensure that municipal staff have sufficient time for review of materials prior to MECP submission, or for use in Municipal financial statements (Asset Retirement Obligation estimates). Qualified personnel (i.e., licensed professional geoscientist or professional engineer) who is licensed to practice in Ontario shall certify all deliverables described in this section. The Municipality of Mississippi Mills is requesting landfill monitoring and engineering consulting services for three landfills owned by the Municipality. As part of this contract, the consultant shall include the supply of all labour, equipment, tools, instruments, and all other items or services necessary for the monitoring of gas, groundwater, and surface water within the Municipality of Mississippi Mills' landfill sites (described in Table 1) for the duration of the contract term outlined in Section 2.2. This scope item includes completing the monitoring plans which are included as Appendix A for each site, at the frequency required by each site's ECA. The successful consultant will also provide technical guidance and advice to municipal staff as required to ensure proper data collection during the operation of the sites throughout the year. The monitoring programs completed during previous years (per most recent monitoring reports) are expected to continue. Any changes to landfill monitoring programs (i.e., through MECP direction, ECA amendments, etc.) shall be adjusted through a contract change order. Landfill Reporting (all sites) Landfill reporting shall be completed for each landfill site as per the reporting frequency (i.e., reporting period) described below in Table 2. Should there be any change in reporting frequency, such changes will be addressed through a contract change order.
