Engineering / Architectural Services for the Planning, Design, and Inspection of a "hardened" 911 Annex The Greene County, Mississippi, Board of Supervisors is seeking proposals from qualified engineering and architectural firms or individuals to provide comprehensive services for the planning, design, inspection, and grant management for a new hardened 911 dispatch annex. This facility will house dispatchers and 911 call center equipment to maximize the county's emergency response capabilities. The selected firm/individual will work closely with the Greene County Board of Supervisors and its representatives to develop a state-of-the-art hardened facility that meets all operational needs and complies with applicable federal and State of Mississippi regulations. Those desiring consideration should submit five (5) copies of the RFP following the submission requirements described below. RFPs should be clearly marked on the outside "Request for Proposals - Planning, Design, and Inspection of a "hardened" 911 Annex Project, Greene County, MS." Scope of Work: 1. Planning: Develop a detailed project plan that includes site analysis, conceptual design, time line for accomplishment of major tasks, and cost estimates. All planning components shall adhere to all applicable federal and State of Mississippi guidelines for hardened building construction, 2. Site Evaluation and Selection: Thoroughly evaluate the overall site and make recommendations for the specific facility location. Complete and submit all site specific environmental and historical evaluation documents to the appropriate federal and State of Mississippi agencies required for facility construction. 3. Design Drawings and Specifications: Create and present to the Greene County Board of Supervisors architectural and engineering comprehensive designs/drawings and specifications for the hardened annex that will accommodate dispatchers and 911 call center equipment, ensuring functionality, safety, and efficiency. The plans shall adhere to all federal and State of Mississippi requirements for such 911 dispatch facilities. 4. Bidding Process: Manage the entire bidding process following all Federal and State of Mississippi Procurement laws. Expend considerable effort to solicit bids from qualified contractors including Minority and Women Owned Businesses. The bidding process must address compliance with the federal Build American, Buy American Act, Pub. Law No. 117-58 (11/15/2021). Conduct bid opening, thoroughly evaluate all bids, and after vetting the selected bidder, make a recommendation for contractor selection to the Greene County Board of Supervisors. 5. Contract Development: In consultation with the Greene County Board of Supervisors, its representatives, and the selected qualified contractor, develop a binding contract for all parties to sign. 6. Inspection: Oversee the entire construction process, ensuring adherence to design specifications, quality assurance, and regulatory requirements including compliance with the Build American, Buy American Act. Lead the Greene County Board of Supervisors and its representatives in a monthly facility walk-through during construction. Present any proposed change orders to the Greene County Board of Supervisors for approval prior to implementation of any changes to the original design. Receive from the contractor requests for payment for thresholds achieved. Certify work performed and send recommendations for payment to the Greene County Board of Supervisors and its representatives. 7. Grant Management: The Greene County Board of Supervisors has secured a Federal Emergency Management Agency (FEMA) Grant for the construction of the hardened 911 dispatch annex. The selected engineer/architect shall insure that all grant requirements are followed and provide leadership to the Greene County Board of Supervisors and its representatives in preparing documents for submission throughout the project to the Mississippi Emergency Management Agency (MEMA) and/or FEMA as requested and required. Format: Proposal submissions should be five (5) copies including 1) a cover letter, 2) the proposal not to exceed 20 pages printed on one side in 12-point font, with a detailed response to the four (4) "submission requirements" listed above, and any additional supporting documents. RFPs should be clearly marked on the outside "Request for Proposals - Planning, Design, and Inspection of a "hardened" 911 Annex Project, Greene County, MS."
