Southeast Michigan Flood and Storm Damage Reduction General Investigation Study. Question Deadline 11/07/2024 at 12:00 PM ET Deadline to submit Questions online. Project Description: The Great Lakes Water Authority's (GLWA) regional wastewater system serves approximately 2.8 million residents in southeast Michigan, including portions of Washtenaw, Macomb, Oakland, and Wayne Counties, and the entire City of Detroit, with a service area of approximately 944 square miles. The GLWA wastewater collection system has over 195 miles of large diameter (up to 20 feet) interceptors and relief sewers, a water resources recovery facility with a wet-weather capacity of 1.7 billion gallons per day, eight combined sewer overflow (CSO) facilities with capacities of up to 7.5 billion gallons per day, and nine sanitary/storm lift stations, two with capacities of over 2 billion gallons per day. Numerous in-system storage devices, valve regulator gates, and untreated CSO outfalls control flow during wet-weather events to contain and relieve flows based on the size of the rain event. Over the past nine years, extensive rainfall-related flooding has occurred in southeast Michigan. A 2014 flood affected approximately 18,000 homes, and storms in June and July of 2021 flooded thousands of homes and shut down several expressways, including I-75, I-94, and I-96, as well as highways M-10 and M-39. In addition, river and lake flooding is of concern in the low-lying areas adjacent to the Detroit River due to the periodic level fluctuations of the Great Lakes. There are flooding issues along the Rouge River, as well. GLWA has prepared a comprehensive hydrology and hydraulics model for its service area using the US EPA Storm Water Management Model (SWMM) software as part of its Long-Term Combined Sewer Overflow (CSO) Plan to address water quality issues under the National Pollutant Discharge Elimination System (NPDES) administered by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). Although this model has been developed over the last several decades and is being used successfully to guide necessary improvements for water quality per the NPDES program, the model does not adequately represent the issues associated with rainfall-related flooding to guide decision-making relative to rain events beyond the 10-year 1-hour design storm used to initially develop the combined portions of the collection system. The scale of the region and issues to be addressed require a focused effort of federal, state, and local partners to develop feasible, implementable, and affordable alternatives to address the problems associated with regional flooding and water quality. The region is also committed to incorporating "engineering with nature" opportunities, as evidenced by the extensive park, greenway, blueway, and green stormwater initiatives that have been built and are being considered throughout the region. Further, the tributary systems managed by entities in Washtenaw, Macomb, Oakland, and Wayne Counties provide additional opportunities and infrastructure that may be considered in addressing the significant flooding experienced by the City of Detroit and contiguous communities.
