The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Safety, is soliciting proposals for Remediation of Hazardous Environments. Background The City of Pittsburgh Department of Public Safety, Office of Community Health and Safety wishes to establish a Professional Services Agreement or Agreements with a vendor for professional crime scene cleanup services for the purpose of aiding victims of crime and trauma survivors. Proposals will be considered for all of the services identified in the "Scope of Work" section set forth below. The Office of Community Health and Safety (OCHS) was established to address longstanding health, safety, and justice issues in the City of Pittsburgh, and to serve City residents whose needs are not being met by the traditional Public Safety paradigm. OCHS's Trauma Survivors Assistance Program (TSAP) engages with victims of crime and trauma survivors to ensure that they are linked to appropriate trauma and crisis response services to stabilize them and begin the process of healing. Family survivors of those who have died by homicide, suicide, or overdose are left traumatized and overwhelmed with grief. In the midst of mourning their loved one and reconciling with the nature of their death, families are also left to deal with an often messy and gruesome scene when the incident occurred in their home. If this goes unaddressed, families may be constantly re-traumatized any time they have to look at the scene. In ongoing conversations with Pittsburgh's Department of Public Safety, including with Pittsburgh Bureau of Police leadership and detectives, TSAP has identified assistance with crime scene cleanup as a major area of need. While homeowner's insurance or landlord property insurance often covers the cost of cleanup by a professional company, those without insurance are left with limited options. Additionally, crimes that result in a need for cleanup that occur outdoors are often left untouched. A full professional cleanup of an indoor crime scene after a homicide or suicide costs on average $5,000. Those who can't afford this are left to clean the scenes themselves, rely on assistance from family and friends, or even leave the scene as is and be forced to confront the traumatic incident day after day. All of these options increase the risk of mental health issues, including depression and post-traumatic stress disorder. By way of this Request for Proposal, the Department of Public Safety intends to partner with an existing biohazard cleaning company to cover the cost of crime scene cleanup for City residents in need. It is the intent of the City to develop a one (1) year agreement, but the City reserves the right to negotiate a different length of the agreement at its sole option. Question Submission Deadline: November 8, 2024, 5:00pm. Award After the City has received all Proposals and conducted its initial Evaluation, described above, the Proposal Committee may invite one or more Respondents to a follow-up interview to further discuss their Proposal(s). The Proposal Committee may decide to accept the Proposal of one or more Respondents. It may decide to reject all proposals. Once a Proposal is accepted, the contract negotiation process will commence. This RFP and your response to it, in the form of your entire Proposal, will become part of the Contract. If a real or apparent conflict should arise between this RFP/Proposal and other language contained in the final Contract, the language of the final Contract shall control. Scope Overview It is the intent of this Request for Proposal to establish a contract with a service provider or providers to provide crime scene cleanup services to victims of crimes or traumatic events throughout the City of Pittsburgh. All providers participating in the Crime Scene Cleanup Program agree to adopt and comply with the program guidelines. A list of those is listed below. Potential vendors shall submit a response demonstrating their qualifications and capacity to adhere to the program guidelines, with a cost analysis and proposal that demonstrates understanding of the program goals and ability to meet the needs of City residents. Proposals shall contain a full itemized description of services and fees. Withdrawal of Proposals A proposer may withdraw its proposal at any time before the expiration of the time for submission of proposals as provided in this RFP by delivering a written request for withdrawal signed by, or on behalf of, the proposer.
