The Nevada County Transportation Commission (NCTC) is a Regional Transportation Planning Agency (RTPA) created pursuant to Title 7.88, of the State of California Government Code, Section 67920. The mission of the NCTC is to plan, communicate, and coordinate with the citizens and decision makers of Grass Valley, Nevada City, Nevada County, the Town of Truckee, and with the California Department of Transportation (Caltrans) to identify transportation needs, propose solutions, and assist in implementing projects to create a balanced regional transportation system, while protecting the rural qualities and historic character of Nevada County. As part of the regional transportation planning process, NCTC in coordination with the City of Nevada City is seeking a transportation planning consultant to conduct a planning study and facilitate public outreach necessary to analyze potential improvements and develop recommendations to improve pedestrian and bicycle mobility, safety, and access to schools while balancing multimodal needs in the Zion Street/Sacramento Street Corridor from the intersection of Ridge Road/Nevada City Highway/Zion Street to the Sacramento Street/S. Pine Street intersection. This study will also identify accessibility and connectivity improvements to three schools which include nearby Deer Creek Elementary School (accessed from Doane Road), Seven Hills Middle School (accessed from Brock Road and Reward Street), and Forest Charter High School (accessed from Zion Street and Searls Avenue). Exhibit 1 illustrates the projects limits of this RFP. The consultant in coordination with NCTC and the City of Nevada City will facilitate public outreach necessary to analyze potential pedestrian and bicycle mobility, safety, and school access improvements on the Zion Street and Sacramento Street Corridor. The consultant will analyze various options for optimizing multimodal travel in the corridor, while also considering parking needs of adjacent land uses. Prior to the construction of SR 49, this corridor was previously used as a highway and the pavement width is wider than other City streets, which can contribute to higher vehicle speeds. Parallel on-street parking exists in many areas. The City of Nevada City is interested in innovative multimodal solutions to enhance active transportation and increase safety by potentially providing separated bicycle facilities, such as a Class I bike multi-use path on one side of the road, a Class IV, or buffered Class II bike lanes understanding that this may require modifying or reducing parking as needed. Additionally, the 2019 Nevada County Active Transportation Plan, identifies a Class I multi-use path beginning near the intersection of Reward Street /Heilman Court that loops around along the property line of the Seven Hills Middle School and extends to approximately Deer Creek Elementary. The City's preference would be to avoid narrow bike lanes that are not safe for school-age cyclists. Exhibit 2 identifies the recommended improvements from the 2019 Active Transportation Plan in the project vicinity; however, we encourage proposals to consider other improvement alternatives. The consultant should consider the opportunities and constraints in the corridor and develop conceptual drawings showing various options that can be considered for traffic calming, pedestrian safety (particularly at crossings), and bike/pedestrian access to schools and other destinations. Recommendations for improvements shall be developed for the purposes of this study through outreach and consensus. The final recommended improvements should also include preliminary cost estimates for the recommended improvements. The public outreach plan for the study should include extensive engagement with the nearby schools, residents, businesses, and disadvantaged communities to identify improvements that meet the context and need of the community. Consultants are encouraged to develop several opportunities to engage the community through in person meetings, surveys (online or printed), and digital platforms that allow community members to identify problem areas and share recommendations on the location of potential improvements. The planning study should also consider the requirements of the California Transportation Commission's (CTC) Active Transportation Program (ATP) grant funding program to the extent feasible. The intent of this study will be to inform and provide content to develop a future ATP grant application. Please complete and submit Exhibits 10-H1 Cost Proposal, 10-O1, and 10-O2, per the RFP. A summary of the questions submitted, including responses deemed relevant and appropriate by the NCTC, will be provided on or about November 13, 2024, to all firms that receive the RFP. Oral interviews and presentations, if deemed necessary, are tentatively scheduled for December 17, 2024. A complete schedule of activities is included in the text of the RFP.
