SCOPE OF WORK: The City of Bellefontaine Neighbors requires a Street Survey. The City of Bellefontaine Neighbors has approximately 34 streets/ covering approximately 10 miles of streets in need of rehabilitation. A major goal of the City of Bellefontaine Neighbors is to use a combination of remaining street bond and ARPA funds to provide a comfortable, safe, and economical road surface. This process has begun and will continue with this Street Survey. This requires balancing priorities and making difficult decisions in order to manage pavements. City pavements are often managed informally, based on the judgment and experience of the staff and policies. While this process is both important and functional, using a slightly more formalized technique can make it easier to manage pavements effectively. Requirements for this survey are as follows: 1. Digital Map Creation: Compile map information from St. Louis County Mapping and Technical Services as a basis for general street location and boundaries. This map will be used as a pavement rating map. 2. Pavement Management System Software: Integrate this software for a non-sophisticated way of inventorying, evaluating and rating local pavements. 3. Cost Estimate: Use the condition evaluations to set priorities for projects and select alternate treatments. Develop a cost estimate for each street. This includes looking at immediate repairs to full replacement which may be required, with alternate material options. 4. Budgeting: Assist the City in determining a schedule of streets to be repaired or maintained. Funding options include City Funds, Grants, and Bonding. Setting priorities for roadway improvement sis helpful. These can be based on pavement condition and the local importance of these roads. Budgets based on cost estimates for the projected improvements will be developed. Since not all improvements can be made in one year, a capital improvement budget plan will be created for the next four years. This will be updated bi-annually. 5. Construction: Once the budget and schedule is established by the Board, proceed with the construction of the improvements. 6. Monitoring: Periodically evaluate the condition of all pavements. 7. List of Streets: Please see attachment. The City of Bellefontaine Neighbors maintains approximately 52 miles of streets. The city is soliciting proposals for repairs and replacement of remaining streets that were not included in the Street Improvement Plan of 2017. It is expected that approval will come in Fall 2024 and an order for the work will be issued shortly thereafter. The City of Bellefontaine Neighbors reserves the right to reject any and all bids at their sole discretion.
