City of Troy, Missouri (Owner) invites Bidders to submit sealed Bids for construction of the SE WWTF Grit Removal Upgrades Project, which includes: construction of a new grit removal process and influent screening upgrades (Bid Alternate) at the existing WWTF. Work at the WWTF site includes site work, a new building, new treatment equipment, HVAC, plumbing, electrical, instrumentation, controls, and all materials and equipment, construction, and services inherent to the Work. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing by email at brood@woodardcurran.com, CC: sweidenbenner@woodardcurran.com. Interpretations or clarifications considered necessary in response to such questions will be issued by Addenda to all parties recorded as having received the Bidding Documents. Questions must be received by 1:00 PM local time on November 7, 2024, to be answered. Questions received thereafter may not be answered. Only answers in the Addenda will be binding. The Project being bid is subject to Revisor of Statutes State of Missouri (RSMo), Code of State Regulations (CSR) and the Code of Ordinances City of Troy, MO. Prevailing wage rates as issued by the Missouri Department of Labor and Industrial Relations, Division of Labor Standards under the provisions Sections 290.210 through 290.340 inclusive, RSMo, as amended, and 10 CSR 20-4.040(18), apply to this Project. Project Funding: in part through ARPA SLFRF. Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents, Bidding Documents or any portion thereof provided by third parties, or for modifications to the Bidding Documents not made by official Addenda, including electronic conversion. Bids shall be on a lump sum basis, and the contract shall be awarded as a single prime Contract. Bid security in the amount of 5 percent of the Bid must accompany the Bid in accordance with the Instructions to Bidders. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, not to be responsive or responsible or not tomeet the specified qualification or quality requirements, based on poor references or otherwise. Owner may also reject the Bid of any Bidder if Owner reasonably believes that it would not be in the best interest of the Project or the public to make an award to that Bidder. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work. Award is subject to available funding.
