A. Overview: The City of Brunswick is seeking Statements of Qualifications (SOQs) from qualified firms to provide professional engineering, surveying, construction management, geographic information system (GIS) and other services through an on-call continuing services agreement on an "asneeded" basis for a period of three (3) years, with the option for two (2) additional one (1) year renewals upon mutual agreement. It is expected that the City will select between five (5) and seven (7) firms, with the expectation that work will be assigned among the selected firms at the City's discretion. B. Consultant Engineering Firms and Project Teams: The City understands that many firms do not have the personnel and resources to complete all of the various types of projects listed in Section D - Scope of Work. Therefore, it is expected that firms will engage teams of sub-consultants to fill the various roles and project types. The SOQ packages shall include information related to all sub-consultants on the team such as licensed professionals, project managers, experience and other resources. This information will be considered during the SOQ evaluation and firm selection process. It should be noted that when projects are assigned and sub-consultants are involved as part of the project team, all project communication, invoices, payments, and other information will still be directed through the prime consultant and the prime consultant's personnel. C. Disadvantaged Business Enterprises (DBE) Many federally funded projects include goals for DBE participation. These goals can be met by the prime consultants or sub-consultants on the project team and may be met through Minority Business Enterprises or Women-owned Businesses Enterprises. The SOQ submittal shall identify any DBE firms which are part of the project team. Points will be awarded in the scoring and evaluation process for inclusion of DBE firms. D. Scope of Work: The City is seeking qualified engineering firms to provide services across several disciplines. Future projects may be included in any of the categories listed below. Additionally, projects may arise that require services outside of the categories listed. Qualifications submittals shall address the firms' experience in the following disciplines: Transportation and Traffic Engineering: o Perform traffic studies and analysis of existing intersections and roadways o Prepare concept drawings, design documents and construction plans for roadway paving, roadway widening, intersection improvement and traffic signalization projects o Prepare right-of-way and encroachment permit submittals to GDOT Storm Water Drainage Improvement Study and Design: o Perform analysis of existing drainage basins and collection systems o Design and prepare construction plans for storm drainage improvements o Prepare permit documents for submittal to GA DNR and USACE Storm Water Permitting and Regulatory Compliance: o Assist the City in preparing updates to GA EPD for MS4 permit documents o Assist in preparation of annual reporting for MS4 permit Bicycle, Pedestrian and Multi-Use Facility Planning and Design: o Planning and design of pedestrian and bicycle facilities o Prepare construction plans and permit drawings for submittal to GDOT Construction administration: o Provide construction administration services for transportation and storm drainage projects designed by the firm Landscape Architecture: o Assist the city in planning and designing landscape features, primarily as part of gateway, streetscape, or park improvement projects o Prepare construction plans o Submit encroachment permit drawings to GDOT Public Space Planning and Design: o Assist the City in planning and design of public spaces such as parks, playgrounds, building site plans Environmental and Regulatory Permitting: o Provide services for delineation and confirmation of marsh jurisdictional boundaries o Prepare applications and exhibits for Coastal Marshland Protection Act (CMPA) permits o Prepare documents and permit submittals for GA DNR and USACE for drainage improvements, transportation facilities, and other projects as required Surveying Services: o Prepare boundary surveys, right-of-way surveys, legal descriptions, topographical surveys, and engineering design base maps GIS Database Administration and Infrastructure Inventory: o Assist the City with preparation, data collection, and management of GIS databases for Storm Water Management Program, roadway and traffic management system, and other programs E. Instructions for Preparation and Submittal of Qualifications Packages: The Qualification information shall include information as listed below: i. Primary Firm Information a. Name of firm b. Physical address and mailing address of corporate office c. Physical address and mailing address of primary office that will service this contract d. Telephone and email contact information e. Date of organization f. Where incorporated (if applicable) g. Firm owners and/or principals ii. Licensed Professionals, Project Managers, and Key Team Leaders The selected firms must employ adequate personnel who are experienced and licensed and to perform the various services as required by the City. Selected firms shall employ design professionals such as engineers, land surveyors, etc. who are licensed in the State of Georgia. Qualifications submittals shall include resumes of the licensed professionals as well as any project managers and key team leaders who will be responsible for project delivery and communication with City staff. It is acceptable for submittals to demonstrate experience of professionals and key team members from previous employment, other than under the firm's current corporate structure. Qualifications packages shall include similar information for licensed professionals and key employees of sub-consultant firms included in the team. iii. Staff Composition / Firm Capacity In addition to licensed professionals and team leaders, selected firms must have sufficient support staff and resources to be able to deliver completed projects in a timely and efficient manner. This support staff may include drafting personnel, technicians, field crews, administrative assistants, and others. While it is not necessary to identify these personnel individually, the submittal packages should demonstrate that the firm/team has these positions filled within their staff or has access to them. iv. Project experience Submittals shall include the firm's past project experience in storm drainage engineering, transportation engineering, surveying, construction management, GIS and other disciplines as listed in Section D. Selected firms shall also have experience working with local municipalities as well as state agencies such as Georgia Department of Natural Resources and Georgia Department of Transportation. v. References Firms shall submit references for at least three current or past clients. References of municipal clients are preferred, but private client references are acceptable. References will be contacted to discuss firms' ability to complete projects on time and within budget, responsiveness to project issues, and general performance. vi. Area Class Summary Form Some projects may require that the design and engineering firm/team is prequalified in certain GDOT area classes. Qualifications submittals shall include the GDOT area class checklist. A copy of the checklist is attached to this RFQ as Appendix A. Firms shall complete the checklist to indicate all categories in which the firm or team is pre-qualified. Also, please note whether the qualification is held by the prime (P), sub-consultant (S) or both (T). The selection of firms will be based on Qualifications only. Do not include rate tables or any other wage or rate information as part of the submittal. Submittal package shall include five (5) hard copies of the firm's qualifications, plus one (1) electronic (pdf) copy of the qualifications. Responding firms shall submit their Qualifications submittal in a sealed, opaque envelope or box. The outside of the box or envelope shall be clearly marked as "Engineering RFQ Submittal." F. Interview Process (if necessary): Following the evaluation of the submittals, the City may wish to interview a number of the top candidates in order to finalize the selection. Each shortlisted firm will be notified by email and informed of the date and location of the interview session. Sufficient notice will be provided for preparation for interviews. Any detailed instructions or requirements will be provided in the notification. All members of the selection committee will be present at the presentations/interviews. G. Pre-Submittal Meeting: Prior to submitting qualification packages, a meeting will be held at the City of Brunswick City Hall to discuss the project and answer any questions. H. Questions and Requests for Clarification: Any questions not addressed or answered at the pre-submittal meeting can be submitted in writing to galberson@cityofbrunswick-ga.gov. Questions must be submitted by Friday, November 15, 2024. Responses will be posted to the city website and emailed to all meeting attendees by Friday, November 22, 2024. Any questions submitted after November 15, 2024 may go unanswered. I. Evaluation of Proposals: Submittal packages will be evaluated by City of Brunswick staff (which may include representatives from Engineering and Public Works, Planning Development and Codes, Purchasing, and Administrative Departments) to determine each firm's qualifications with respect to the City's expected needs, approach to the services to be provided, and ability to provide the required services. Evaluation of the submittals and selection of the firms will generally follow the requirement of Georgia Code Title 50 Chapter 22. The submittals will be evaluated on the following criteria: Licensed Professionals, Project Managers, and Key Team Leaders - 25% The evaluation committee will evaluate all firms' critical team members on the basis of licensing, engineering/design experience and project management experience Staff Composition / Firm Capacity - 15% Submittals will be evaluated on firms' project personnel and support staff outside of licensed professionals and key team leaders. The evaluation will be based on the firms' apparent ability to deliver projects and completed tasks in a timely and efficient manner. Project experience - 25% The evaluation committee will evaluate the firms based on project experience in the relevant areas as well as municipal experience and experience with state and other regulatory agencies. References - 20% References will be evaluated based on project delivery, firms' responsiveness, and general client satisfaction. Area Class Summary Form - 10% Submittals will be evaluated on area classes included on checklist which are relevant to the project categories listed in Section D. Disadvantaged Business Enterprise (DBE) - 5% Submittals will be evaluated on inclusion of DBE firms/consultants on the project team. All points will be awarded in the category for inclusion of DBE; no points will be awarded if no DBE firms are included J. Final Selection: Upon completion of the submittal evaluations and presentations/interviews (if required) by the selection committee, the top scoring firms will be notified. The City will execute an engineering services contract with these firms. Work authorizations and cost proposals will then be addressed with each contracted firm on a per-project basis. K. Conditions: The City retains the right to reject any and all proposals if it is deemed in the City's best interest to do so. The City reserves the right to waive irregularities in the proposals received. The City will not be responsible for any costs incurred in the preparation and delivery of proposals.
