The Oklahoma Department of Wildlife Conservation is inviting written bids for all Project Management, Superintendence, labor, machinery, equipment, tools, materials, supplies and appurtenances described by this solicitation. Method of Responding to this Solicitation: Bids will be accepted by mail, email or hand delivered to the Using Agency Contact specified above. The requirements of the proposed contract for construction are described within this Solicitation, and the Solicitation will become a part of any resultant Contract. Bidder will perform work in compliance with all applicable codes, standards, ordinances and laws. The issuance of this Solicitation does not guarantee that the State of Oklahoma will enter into an agreement, and the State reserves the right to reject any and all bids. This proposed contract Is for 2.6 miles of road maintenance and repairs and 540 tons of gravel to maintain roads on Cookson WMA. On all sections listed below, a dozer and track hoe will be used to reshape roadway, manage water flow with a road crown, create water turnouts, and use other techniques as needed. Specific work in each listed section will be as follows: o Section A- 0.5 miles. Remove timber 15' beyond edge of existing roadbed. Section has ruts and mud holes. On the 0.2 miles of hill, the roadbed is below elevation of adjacent land with 2' deep washouts and some rock sizes near 3' diameter. Create a roadbed that will allow bobtails dumptrucks to access the remainder of the project. Substrate is generally small sandstone and clay soil. o Section B- 0.5 miles. Section B has no elevation change, no exposed rock. Current roadbed is smooth and mostly covered/stabilized with grasses but lacks water flow management. Substrate is clay soil. o Section C- 0.4 miles. Pull needed fill material out of existing roadway corridor to cover large rocks and washouts. Remove large rocks. reshape roadway. Reshape steep clay-soiled hill. Section C is very rough, with large limestone bedrock outcroppings along a slight hill and a short, steep hill with thick clay soils. o Section D- 1.2 miles. Primarily address drainage issues. Remove or cover some sections of exposed rock. Some areas of mudholes/rutting. Minor elevation changes on 0.3ml. Substrate is generally small sandstone and clay soils. o Deliver 540 tons of crusher-run gravel (100 tons or 3" and 44 tons of 1.5") to use on above sections of road in the most appropriate locations and spread with dozer and/or motor-patrol, all as directed by ODWC personnel. Equipment Requirements: Dozer must be a minimum of 22,000 lbs. and 100 hp. Excavator must be a minimum or 37,000 lbs. and 100 hp. Any dump trucks used for gravel delivery must be bobtail with minimum of 15 cubic yard capacity. Contractor will provide, deliver and tailgate gravel. Contract Specifications: Contractor Is to provide all labor and needed equipment to complete the work as required. No removal of standing trees larger than 3" diameter between May 15th and July 31st. Project must be completed within 90 days of contract award. All work will be done as directed by the ODWC Area Biologist or ODWC Area Wildlife Technician. Please note that this will be awarded as a Binding Contract. Contract will be awarded to one contractor only. If the contractor is awarded multiple ODWC projects, contractor must be capable of completing each project simultaneously. Insurance: The successful bidder will be required to provide certificates of insurance for general liability, vehicles and work compensation immediately upon notification that they are the successful bidder. A contract will not be issued without the required proof of insurance. Basis of Contract: The determination of the Lowest Responsible Bidder will be made based on the lowest bid submitted. The Owner reserves the right to make any inquiries to ensure that the lowest bidder can complete the work in a satisfactory manner. The contract will be Issued by the Office of Management and Enterprise Services, Construction and Properties Division (OMES/CAP). The contractor shall not begin work until the contract is in place and written notice to proceed has been issued by OMES/CAP. In submitting the bid, it is understood that the right is reserved by the State of Oklahoma to reject any and all bids, and it is agreed that this bid may not be withdrawn for a period of thirty (30) days after the date bids are due. Work is to start within ten (10) days after receipt of Notice to Proceed.
