Kapkowski Road Sanitary Sewer Replacement Project Construction Must Begin Within Ten (10) Calendar Days After Written Notice to Do So Shall Have Been Given to the Contractor by the Director of Public Works, and Shall Be Carried on Regularly and Uninterruptedly, at a Rate to Insure Its Full Completion Within the Specified Calendar Days After Such Notice. If at the Time of Award of the Contract, the Successful Bidder Has One or More Contracts for Projects With the City or is Subsequently Awarded a Contract for Other Projects With the City, the Successful Bidder Will Be Required to Work Concurrently on All Projects Without Interruption or Delays. City Council Reserves the Right to Reject All Bids or Any Part Thereof or to Award to the Lowest Responsible and Responsive Bidder, in Accordance With Applicable Law. Work Includes the Furnishing of All Labor, Materials and Equipment Necessary to Complete the Work as Shown on the Drawings and as Described in the Specifications. The Work Generally Consists of Constructing New Sanitary Sewer Piping Supported on Piles, Including Removing, Abandoning, Replacing, and Connecting to Existing Sewers and Structures; Locating, Extending, and Reinstating Existing Sewer Service Connections and Laterals; Providing Temporary Utilities and Maintaining Existing Services; and Performing All Associated Site Work, General Construction, Utility Relocation, and Miscellaneous Work. The Work is Located Along Kapkowski Road, From North Avenue East to Jersey Gardens Boulevard West, All Within the City of Elizabeth. The Work Shall Be Completed Within 300 Calendar Days of the Contractor's Receipt of Written Notice to Proceed. Each Bid Must Be Accompanied by a Certified Check, Cashier Check or Surety Bond of a Corporation Acceptable to the City and in the Amount of Ten Percent (10%) of the Total Amount of the Bid Presented, but in No Case in Excess of $20,000.00. Each Bidder Must Also Submit With Its Bid a Certificate From a Responsible Surety Company Stating That the Said Surety Company Will Provide, in the Event That the Bidder Should Be the Successful Bidder, a Surety Bond (S) in the Amount of One Hundred Percent (100%) of the Contracted Price and Subject to Such Conditions as Contained in the Specifications. Bid date notes. Proposals May Be Delivered or Mailed Before That Time to the Office of the Director of Public Works, City Hall, Room 308, 50 Winfield Scott Plaza, Elizabeth, New Jersey, 07201. Bidders Shall Furnish One (1) Original of Their Proposal. Document notes The Contract Documents May Be Obtained by Any Prospective Bidder Upon Payment of the Fee of Approximately $100.00 for Each Set of Full-sized Drawings With Specifications by Calling 1-877-424-3738 or by Online Request. Shipping Charges Are Additional and Variable Depending Upon the Pick-up or Delivery Option Selected by the Purchaser. Bid Documents Cannot Be Obtained at the City of Elizabeth or at Mott Macdonald's Office. The Printing Cost is Not Refundable. Any Award With Respect to This Matter is Specifically Contingent Upon the Availability of Sufficient Funds Having Been Appropriated in the Municipal Budget. Successful Bidder Must Comply With All Federal and State Requirements Contained in the Project Specifications. The Project is Partially Funded by the American Rescue Plan. Bidders and Their Subcontractors of Any Tier Must Comply With All Applicable Provisions of the Public Works Contractor Registration Act (N.j.s.a. 34:11-56.48) and the New Jersey Prevailing Wage Act (N.j.s.a. 34:11-56.25). Pursuant to N.j.s.a. 52:32-44, All Business Organizations That Conduct Business With a New Jersey Government Agency Are Required to Be Registered With the State of New Jersey. Bidders and Their Subcontractors Must Submit Proof That They Are Registered With the New Jersey Department of Treasury, Division of Revenue by Submitting a Copy of Their Business Registration Certificate Prior to Contract Award. Attention of Bidder is Particularly Called to the Requirements of Chapter 2.92 (Formerly Chapter 65) of the Code of the City of Elizabeth as Supplemented and Amended Which Requires the Submission of Certain Affidavits Which Shall Be Considered by the City, in Its Determination of the Responsibility of the Lowest Bidder. The City Specifically Reserves the Right to Waive Any Bidding Irregularities With Regard to the Bidding Requirements and as Determined to Be Immaterial. The Award or Rejection of a Contract for the Within Project is Subject to the Time Limitations Set Forth in N.j.s.a. 40:11-24, Except That the Bids of Any Bidders Who Consent Thereto May, at the Request of the Contracting Unit, Be Held for Consideration for Such Longer Period as May Be Agreed. The Successful Bidder Will Be Required to Furnish the Required Bond(S) and Certificates of Insurance and to Execute the Contract Within Ten (10) Calendar Days From the Award of the Contract.
