Renovation of a fire / police facility in Sanford, Florida. Completed plans call for the renovation of a fire / police facility.

Seminole County is seeking Qualified Consultant(s) to perform Pre-Construction and Constructions Services under the Construction Manager At Risk (CMAR) delivery method for all Seminole County Fire Department (SCFD) Capital Improvement Projects (CIP). Currently anticipated SCFD CIP Projects can be found within the Scope of Services. The awarded Consultant(s) will be responsible for provide a wide range of services as specified within the Scope of Services and all stated solicitation documents. Any requests for Interpretation of the posted Draft Contract Agreement should be submitted during this Solicitation's Question and Answer period. Insurance Requirements: Seminole County is self-insured; please be aware of the insurance coverage and limits required for this project, included within the Attached Draft Agreement; located within the Attachments. Any questions regarding coverage requirements should be made during the Question and Answer Period during this solicitation. Description of Services PART 1 - INTRODUCTION Seminole County (COUNTY) is actively seeking a Construction Manager (CM) to assist the COUNTY and it's Architecture/Engineering (A/E) Consultants during the preconstruction phase, and to then perform construction services thereafter as a Construction Manager-at-Risk for Seminole County Fire Department Capital Improvements. As the Fire Department continues to grow and expand in order to address the needs of the surrounding community additional Fire Stations must be constructed. It is anticipated the following new Fire Stations will require CM services: Stations 25, 23, 28, 10, 18, and 22. In addition, renovation of existing Fire Station facilities throughout the County will be included under this scope of services as identified under the Capital Improvement plan. During the development of each project a business case will be prepared by the CM for the COUNTY to evaluate the cost of renovation versus cost of replacement. The COUNTY has the right to transition a Fire Station facility from a renovation project to a new replacement building project at the COUNTY's discretion, the project will remain under this scope of services. The COUNTY will select a CM under this Master Service Agreement (MSA) in accordance with the provisions of the Consultants' Competitive Negotiation Act (CCNA), Section 287.055, Florida Statutes. Authorization for performance of professional services by the CM under this MSA will be in the form of written Work Order(s) issued and executed by the COUNTY and signed by the CM. The COUNTY makes no covenant or promise as to the number of available projects or that the CM will perform any project for the COUNTY during the life of the MSA. Each Work Order must include the professional services to be performed, completion time, dollar amount and all necessary information and documents for the work authorization. Work under this scope of services will require the interpretation of large amounts of data prepared by the COUNTY's A/E, while also managing input from various COUNTY departments, agencies, and Board of County Commissioners, as well as external stakeholder groups. Expected services include: o Pre-construction Services o Constructability Review o Scheduling o Financial Analysis - Cost Estimating / Value Engineering o Meeting Facilitation / Stakeholder Engagement o Construction Management Services PART 2 - ANTICIPATED NEW CONSTRUCTION PROJECTS PLEASE NOTE: The below GSF and Number of Apparatus Bays per Fire Station are based upon currently anticipated facility demands and are subject to change in the future. Fire Station 25 The COUNTY has identified an immediate need for a Fire Station located at the intersection of Wilshire Boulevard and Semoran Boulevard (FL-436), in Casselberry, Florida, on parcel 20-21-30-3000-0A1C-0000. This Fire Station will serve as a prototype design (Design Phase completed as of October 2024) for future stations and shall accommodate three (3) apparatus bays with associated support space for staff and equipment. The Fire Station will occupy a footprint of approximately 12,000 GSF. This project is currently being reviewed by Development Review with the City of Casselberry for site plan approval. Fire Station 23 The COUNTY has identified a need for a larger Fire Station located at the intersection of Howell Branch Road and Grand Road, in Winter Park, Florida, on parcel 35-21-30-3000-14A-0000. This Fire Station will replace the existing two (2) apparatus bay Fire Station across Howell Branch Road and shall accommodate three (3) apparatus bays with associated support space for staff and equipment. The Fire Station will occupy a footprint of approximately 12,000 GSF. Fire Station 28 The COUNTY has identified a need for a new Fire Station located off the intersection of E Florida 434 and Tuskawilla Road, in Winter Springs, Florida, on parcel 01-21-30-501-0000-0030. This Fire Station shall accommodate four (4) apparatus bays with associated support space for staff and equipment. The Fire Station will occupy a footprint of approximately 13,000 GSF. Fire Station 10 The COUNTY has identified a need for a new Fire Station located in West Altamonte Springs, Florida. This Fire Station shall accommodate three (3) apparatus bays with associated support space for staff and equipment. The Fire Station will occupy a footprint of approximately 12,000 GSF. Fire Station 18 The COUNTY has identified a need for a new Fire Station located in Longwood, Florida. This Fire Station shall accommodate three (3) apparatus bays with associated support space for staff and equipment. The Fire Station will occupy a footprint of approximately 12,000 GSF. Fire Station 22 The COUNTY has identified a need for a new Fire Station located in Fern Park, Florida. This Fire Station shall accommodate three (3) apparatus bays with associated support space for staff and equipment. The Fire Station will occupy a footprint of approximately 12,000 GSF.
