Demolition, site work, paving and new construction of a mixed-use development in El Paso, Texas. The University of Texas System ("Owner") and The University of Texas at El Paso are soliciting statements of qualifications ("Qualifications") for selection of an Architect/Engineer firm for 201-1541 Student Housing Complex ("Project"), in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications. This Request for Qualifications ("RFQ") is the first step in a two-step process for selecting an Architect/Engineer firm (Respondent). The RFQ provides the information necessary to prepare and submit Qualifications for consideration and initial ranking by the Owner. Based on the initial ranking, the Owner may select up to five (5) of the top ranked qualified respondents to attend Interviews in the final step of the process. In the final step of the process, Interviews, the "most" qualified respondents will be requested to attend an interview with the Owner to confirm the Qualification submittal and answer additional questions. The Owner will then rank the remaining respondents in order to determine a "most" qualified respondent. Project Description, Scope, and Budget: Located on university-owned property on the campus of The University of Texas at El Paso, this Project will provide housing and support amenities for incoming Freshman. The site of the new residence hall will be the north side of Kidd Field as set out in the 2024 Campus Masterplan (available online). The existing stadium seating in this area will be demolished as part of the project. Consisting of single and double occupancy rooms configured in pods with suite style bathrooms, the 225-250 bed co-ed dormitory style student housing complex will be economical in nature and will have a 30-year life span. This project will also include a dining hall with associated kitchen that will accommodate the 225-250 student residents (mandatory meal plan), plus a portion of the approximately 425 residents at the neighboring Miner Village Student Housing facility. The kitchen equipment will be included in the CCL. Site planning efforts should accommodate an additional similarly styled 225-250 future dormitory, proportional dining hall/kitchen with capacity to meet the needs of the future dormitory and structured parking. Permanent parking for the Project is assumed to be provided within the existing campus parking capacity. The exterior of the building will reflect UTEP's Bhutanese style and campus building colors but will be designed to be a cost-effective housing option for students. The Owner will require the Architect/Engineer to review several options during the Definition Phase of the Project which is inclusive of OPR, Program, and Schematic Design. Options may include but may not be limited to precast concrete, light gauge metal, wood structural systems, other structural options, UT design guidelines, and systems more in line with typical multifamily construction, other system solutions, adjustment of room mix to include multi-occupant apartments, etc. This process may require early Life Cycle Costs Analysis (LCCA) to aid the Owner in the decision-making process. In addition, this Project shall provide for indoor and outdoor community amenities. These may include, but are not limited to flex space, lounge, laundry, group study areas, group living spaces, conference spaces, and exterior gathering areas. General site improvements include irrigated landscaping, roads, drives, fire lanes, potential for expansion of and connection to campus utility infrastructure. The Total Project Cost (TPC) for this project is $62,700,000. The TPC includes a Construction Cost Limitation (CCL) for the Architect/Engineer of $40,365,750 for new construction of the Student Housing Complex. Anticipated Issue for Construction "Make Ready" packages include demolition, site preparation, infrastructure improvements, and below-grade/at-grade structural systems. All remaining Issue for Construction Documents will be referenced as "Project Completion". Question Deadline 11/07/2024 Respondents shall consider only those clarifications and interpretations that the Owner issues by addenda seven (7) business days prior to the submittal deadline. Interpretations or clarifications in any other form, including oral statements, will not be binding on the Owner and should not be relied on in preparing Qualifications. Any clarifications or interpretations of this RFQ that materially affect or change its requirements will be posted by the Owner as an addendum on electronically. It is the responsibility of all respondents to obtain this information in a timely manner. All such addenda issued by the Owner before the proposals are due as part of the RFQ, and respondents shall acknowledge receipt of and incorporate each addendum in its Qualifications. The Owner designates the following person as its representative and Point-of-Contact for this RFQ. Respondents shall restrict all contact with the Owner and direct all questions regarding this RFQ, including questions regarding terms and conditions and technical specifications, to the Point-of-Contact person. Owner makes no representations, written or oral, that it will enter into any form of agreement with any respondent to this RFQ for any project and no such representation is intended or should be construed by the issuance of this RFQ.
