The City of Greenville, Mississippi will accept statements of qualifications from firms or individuals interested in providing engineering services for State and Tribal Assistance Grant (STAG) projects. ENGINEERING SERVICES: The engineer shall perform all necessary engineering services to properly carry out the activities in the project in accordance with state and federal law. The project may include, but is not exclusively limited to the following activities: A. Prepare cost estimates for the following list of projects; 1. Waste Water Treatment Plant Non-Compliance Groundwater Control Plan (Clarifier 1) 2. Pump Station #17 Improvements 3. Pump Station #5 Improvements B. Prepare plans and specifications for the projects; C. Construct and distribute bid packets (ensuring that all Federal and State requirements are met in contract preparation); D. Assist in bid opening and prepare bid tabulation; E. Conduct employee on-site interviews during construction; and F. Conduct work in progress inspections giving periodic reports to the city and approving any and all partial payment requests The contract will be awarded to the responsible offeror whose proposal is determined to be the most advantageous to the City, all factors considered. Factors to be considered in evaluation and their relative importance are set forth below. Those desiring consideration should submit statements of qualifications by the time and date above-stated. These statements of qualifications should be marked "STATEMENT OF QUALIFICATIONS FOR ENGINEERING SERVICES - STATE AND TRIBAL ASSISTANCE GRANT" and the date of statement of qualifications opening (November 13, 2024) should be also noted. These two items must be in a prominent place on the outside of the envelope. Each statement of qualifications must include the following: 1. Qualifications - List of qualifications of each staff person assigned to project. 2. Experience - Information regarding the experience of the firm. This information should include any previous experience with SRF and Section 592 projects. 3. Capacity - Identify the number and title of staff available to be assigned to provide services. All statements of qualifications will be rated on the following system to determine the best offeror: Description and Maximum Points: Qualifications-40, Experience-40, Capacity-20. Total points equal 100. Statements of qualifications will be reviewed by a selection committee using the above criteria. Each member of the selection committee will assign points based upon contents of the statement of qualifications. Negotiations will be conducted to determine a mutually satisfactory contract first with the firm receiving the highest accumulated points, as rated by the Committee and recommended to the City Council for final decision.
