The City of Hutchinson, Kansas seeks a qualified firm/individual to develop moderate-income housing on a city-owned 10.9-acre lot. All interested firms/individuals are invited to submit their proposals, in the format specified by this Request for Proposals. The City of Hutchinson makes no representations or warranties, express or implied as to the accuracy and/or completeness of the information provided in this RFP. This RFP (including all attachments and supplements) is made subject to errors, omissions, prior sale, lease or financing and withdrawal without prior notice, and changes to, additional, and different interpretations of laws and regulations. Developer: The firm/individual retained by the city for the Project. Project: The design and construction of proposed housing development. The City of Hutchinson is requesting proposals for the development of approximately 30 units of moderate-income, owner-occupied housing on approximately 10 acres of land, owned by The City of Hutchinson 0000 N Hayes St. Located at the following described premises, to-wit: "A tract commencing at the Southwest corner of the Northwest Quarter of Section 11, Township 23 South, Range 6 West of the P.M.; thence North 685.5 feet; thence South 89 degrees 12 minutes East, 460 feet for place of beginning; thence North 650.45 feet; thence South 89 degrees 12 minutes East, 460 feet; thence South 650.5 feet; thence North 89 degrees 48 minutes West, 460 feet to place of beginning, Reno County, Kansas" and "Lots 15 through 25, inclusive, Block 7, and Lots 19 through 33, inclusive, Block 8, all in Fairmount Addition to Hutchinson, Kansas, according to the duly recorded Plat thereof." The creation of housing in this area will provide a solution to a diminished and aging housing supply in Hutchinson, KS. The City intends to convey ownership to the selected developer of this 10-acre site. The purpose of this RFP is to select a developer who will develop approximately 30 new units, at of the maximum number of 3-4-bedroom single units (or comparable duplex or cottage homes) for moderate income families. The preference is for all (100%) units to be available to families earning 80-150%** of area median` income. The actual level of affordability will be determined based on the project's feasibility, including available financing resources. AMI for Reno County for FY 2023 is $75,600. 80-150% equates to annual earnings for a family of 4 to be $61,650-$113,400; putting the target sale price of each unit between $180,000-260,00 The City reserves the right to accept or reject any or all Proposals received as a result of this RFP, or to negotiate separately with competing contractors. The City also reserves the right to waive any informalities, defects, or irregularities in any Proposals, or to accept such Proposals as shall be deemed to be in the best interest of the City The method of Contractor Selection has not been Determined at this time.
