Question Deadline 11/01/2024 at 1:00 PM ET Online Q&A Yes THE SCOPE OF WORK consists of the design, permitting and construction for the replacement of the two existing 700,000 BTU/ Hr boiler units serving the Oak Grove Schoolhouse and Ward Pavilion at Wildwood Preserve Metropark and related incidental work. Metroparks Toledo (the "Owner") is soliciting Statements of Qualifications ("SOQs") from qualified firms to provide Design-Build Professional Services for the Ward Pavilion HVAC Boiler Replacements Project (the "Project"). The Owner will be using a design-build delivery model for the design and construction of the Project. Project Location: 4830 W. Central Ave., Toledo, Ohio 43615 Two 700,000 BTU/ Hr Patterson Kelly brand boilers are located in the basement of the 970 square foot schoolhouse building, which is approximately 200 feet away from the Pavilion. The boilers provide heating water to the Pavilion and the schoolhouse. The underground hot water supply and return pipes feeding the Pavilion are 2" diameter and reduced to 1 1/2 " once in the Pavilion. The heating water and chilled water systems are separated (four pipe) and provide heating and cooling for two air handling units located in the Pavilion attic. Temperature controls were replaced in 2023 and are in good condition. The anticipated project includes the replacement of the existing boiler units and, if necessary, replacement of the associated piping as well as any project incidentals. The new units must be right-sized, efficient, and compatible with the SmartX controller with EcoStruxure web-based user interface just installed in 2023 and new LG Air-Cooled Inverter Scroll Heat Pump Chiller installed in July of 2024. As part of the scope of the project, consideration will be given to the following items: o Survey the existing building and review the existing building drawings to validate air change rates, pressure relationships, temperatures and relative humidity. Investigate the utilities supporting the existing HVAC system, and verify adequacy for use on any replacement components. o Investigate the current operational characteristics of the chiller, boilers, air handlers and exhaust fans, related components and their controls. o Investigate all supply air, return air, and exhaust ductwork and air devices in the system and their specific zoning/service areas, their current configurations, and sequences of operation. o Investigate existing electrical service to the existing HVAC equipment being upgraded and design all necessary electrical system modifications necessary to provide service to new components. o Evaluate alternatives for accomplishing the necessary upgrades to HVAC systems to meet the expected environmental control conditions. o Evaluate alternatives and best practices for improving the life cycle costs associated with system operation and increasing the life cycle of new and existing components. o At the design development stage, present recommendations to Metroparks Toledo Planning & Construction for review and selection of the preferred options. o Accommodating the newly installed SmartX control system with EcoStruxure web-based user interface will be included as necessary to properly integrate and control any new equipment in accordance with system operation best practices. o MEP utility infrastructure supporting system components will be investigated as part of the evaluation. If unexpected modifications are found to be needed to these systems, they will be included in the design development deliverable and shared with Metroparks Toledo Planning & Construction and will be considered an additional service to the design scope. Unexpected modifications would be any modification not outlined on page 1. o Pursuant to Ohio Revised Code Section 4115.03 et seq., the Project requires all construction contractors and construction subcontractors to pay prevailing wages and provide certified payroll as defined under Ohio law. o A Project Labor Agreement (PLA) will be entered into by the successful construction contractor and their construction subcontractors with the Northwest Ohio Building and Construction Trades Council for the Work on the Project. All Metropark construction projects with contract values $50,000 and above require a PLA. o The Contractor will work with the Owner on a realistic construction schedule and any construction staging to minimize disruption to park facility reservation holders and regular park users.
