The Project consists of five (5) Bid Itemsfor the Humphrey Athletic Park PhaseI Improvements in the Town of Beulaville, North Carolina. Base Bid improvements include construction ofnew perimeter walking trail, construction of 2 new basketball courts, construction of a sand volleyball court, and reconstruction of a parking area as shown on design plans. The Town is purchasing a play area directly that will be installed under a separate contract and may require coordination. The Town also is planning to install pedestrian lighting throughout the park from Duke Energy, that will need coordination. All work on this contract must be completed within one hundred twenty(120) calendar days from issuance of a Notice to Proceed. Proposals must be made on the standard proposal forms included withthe Contract Documents in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and addressof the bidder and the name of the project on the outside and be addressed tothe Town of Beulaville and must be accompanied by a statement of consentof surety from a surety company authorized to do business in the State ofNorth Carolina acceptable to the Owner and wither a bid bond or a certifiedcheck drown to the order of Town of Beulaville for not less than ten percent(10%) of the amount bid, except thatthe check shall not exceed $20,000.00.The successful bidder is hereby notified that a performance bond and laborand material (payment) bond for the full amount of this project is required. The award of the contract for this project will not be made until the necessaryfunds have been provided by the Owner in a lawful manner. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The right is also reserved to reject anyor all bids or to waive any informalitieswhere such informality is not detrimental to the best interest of the Owner.Further, the Owner reserves the rightto abandon the project and reject bidsentirely if any legal or state or federaladministrative action is taken againstthe Owner which could delay or jeopardize the project from commencing.The right is also reserved to increaseor decrease the quantities specified inthe manner designated in the Specifications.
