The City of Irondale, Missouri, is requesting qualifications for wastewater engineering services to evaluate and address inflow and infiltration in the wastewater collection system, and rehabilitation, repair, and / or upgrades to the wastewater treatment facility. The engineering services required may include planning, design, and / or construction oversight of the projects. Facility plans and engineering reports should adhere to 10 CSR 20-8.110 Engineering Reports, Plans, and Specifications. Funding for the project is through the Missouri Department of Natural Resources' Financial Assistance Center. The engineering for the project must meet the requirements of this grant program. Qualification information provided to the City shall include: A. The specialized experience and technical competence of the firm with respect to the type of services required (0-20 points); B. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limits fixed for the completion of the project (0-15 points); C. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules (0-10 points); D. The firm's proximity to and familiarity with the area in which the project is located (5 points); E. The firm's professional experience in designing wastewater systems (15 points). Submittals of qualifications should be sent in a sealed envelope marked Engineering Submittal of Qualifications. Please submit six (6) copies of and a copy of a thumb drive. Selection Process: Once the City selects the most qualified firm based on the above qualification evaluation, an engineering agreement will be ne- gotiated. The engineering agreement may include services other than plan- ning, design, and / or construction management including, but not limit- ed to assistance with securing project financing, assistance with attaining easements or real property, user rate analysis, geotechnical analysis, surveying, or other services as needed. Disadvantaged Business Enterprises: The city will take all necessary steps to invite disadvantaged business enterprises (DBEs) to participate in this project, including solicitation of any services subbed out under the agreement, in accordance with the Clean Water State Revolving Fund Program rules and as required by the award conditions of the U.S. Environmental Protection Agency's Assistance Agreement with Missouri Department of Natural Resources.
