Site work and paving for a mixed-use development in Calexico, California. Completed plans call for site work for a road / highway; sidewalk / parking lot; for paving for a sidewalk / parking lot; water / sewer project; and road / highway.
The work shall be done in conformance with the Plans and Specifications for the Project. The Project includes the following major tasks: 1. Installation of new concrete sidewalk. 2. Removal and replacement of existing concrete improvements, including sidewalk, handicap ramp, curb and gutter, and driveways approaches. There are sections of gutter that do not have a proper drainage slope, consequently, the contractor's surveyor must survey these areas to provide a positive flow profile so the street can drain by gravity. These survey elevations must be submitted to the City Engineer for review and approval before replacement of curb and gutter. 3. Adjustment of existing utility lids to grade. Bidders shall take notice hereto that the Engineer's Cost Estimate for the construction of the Base-Bid Work is approximately six-hundred & thirty-eight-thousand dollars ($638,000). The overall construction contract duration is sixty (60) working days from the Notice to Proceed. Due to potential supply chain issues, Contractor shall provide submittals for review and approval by the Engineer within one (1) week of contract execution by the City. If it is determined that any items impact schedule completion, contractor to notify City immediately. Each bid must be accompanied by a guaranty of cash, certified check, and cashier check or bidders' bond made payable to the City of Calexico for an amount equal to at least ten percent (10%) of the bid. Such guaranty to be forfeited should the bidder to whom the contract is awarded fails to enter the contract. All guaranties are to be returned after the contract is awarded. The City of Calexico has a Disadvantaged Business Enterprise (DBE) goal of eighteen percent (18%). Pre-submittal inquires must be submitted to Lilliana Falomir, Public Works Manager - Administrative via email at falomirl@calexico.ca.gov by 5:00 p.m. on November 6, 2024. The City reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of the City. Juan Contreras, Acting City Manager City of Calexico Provide Construction Management, Geotechnical and Inspection Services during construction. This will require providing one qualified individual to observe the construction phase to determine, in general, whether there is compliance with the bidding documents. This includes: o Attend pre-construction meeting with the City. o Verify contractor's work is being completed according to plans and specifications. (Work shall include inspecting all aspects of the grading, paving, concrete, street lighting and all other portions of construction shown on the plans/specifications). o Review and recommendation regarding submittals, shop drawings and product substitutions. o Review and make recommendations regarding construction change orders, contractors' claims and payments. o Observe and report on construction operations and keep track of progress. o Keeping Contract files in different categories (payments, change orders, RFl's, general correspondence, labor compliance, etc.). These files will be used by the granting agency to audit the work. o Provide geotechnical engineering services and survey services necessary or the required scope of work. o Confirm all geotechnical inspections are being completed according to the City approved Quality Assurance Program (QAP), and contract specifications and guidelines. o Prepare daily reports and weekly reports per Exhibit 16-C of the LAPM. These reports shall be submitted to the City for review at the end of each work week. o Labor compliance. Making sure the contractor and subcontractors pay correct wages as determined by Davis Bacon or by the State Department of Industrial Relations, as well as performing the employee interviews. o Assist the City in the Reporting of Suspected Violations of the Prevailing Wage Law to the Labor Commissioner o Perform employee interviews per CEM-2504. One per week per trade. Once completed, the interviews will be given to the Resident Engineer (City) for review. o Forms Collection, Review and Verifications: Department of Apprenticeship Standards (DAS) Form 140 Department of Apprenticeship Standards (DAS) Form 142 California Apprentice Council Training Fund Contribution (CAC-2) Fringe Benefits Statement (FBS) Form Other forms as necessary o Keep City staff fully advised as to the progress of the work on a weekly basis. o Coordinate inspections with geotech, which includes: production plant testing, onsite material testing, compaction testing, concrete cylinder testing and assist in processing submittals for mix designs for asphalt and concrete. Verifying that asphalt is in accordance to approved mix designs and is installed according to plans and specifications. Verifying imported base material meets contract plan and specifications. Verifying that the pulverized asphalt meets the contract plans and specifications. o Verify that all erosion control is set up and maintained throughout the duration of the project. o Coordinate final inspection and preparation of punch list and close-out of Project.
