Network Contracting Office (NCO) 10 Northern IDIQ - MEP IDIQ Presolicitation Notice Page 8 of 8 Network Contracting Office (NCO) 10 Northern IDIQ - MEP IDIQ *=Required Field Presolicitation Notice Page 1 of 8 PRE-SOLICITATION NOTICE (REQUEST FOR SF330s) The Department of Veterans Affairs (DVA) Network Contracting Office (NCO) 10 is seeking qualified Mechanical Engineering and Plumbing (MEP) firms to submit Standard Form 330 (SF330) Architect / Engineer Statement of Qualifications to establish multi-disciplinary Multiple Award Task Order Contract(s) at the following VA facilities: Lieutenant Colonel Charles S. Kettles VA Medical Center, 2215 Fuller Road Ann Arbor, MI 48105 Battle Creek VA Medical Center, 5500 Armstrong Road, Battle Creek, MI 49037 John D. Dingell Department Of Veterans Affairs Medical Center, 4646 John R St, Detroit, MI 48201 Aleda E. Lutz Department of Veterans Affairs Medical Center, 1500 Weiss Street, Saginaw, MI 48602 The Architect/Engineer Firm (A/E) shall be required to furnish professional Engineering services (51% or greater per contract) in accordance with current Department of Veterans Affairs Master Specifications (PG-18-1), Design and Construction Procedures (PG-18-3), Barrier Free Design Guide (PG-18-13), Design Manuals and Design Guides (PG-18-10 & PG-18-12), Unified Facilities Guide Specifications, International Building Codes, National Fire Protection Association codes, Cost Estimating Requirements for Veterans Affairs Facilities, and other agency standards. Department of Veterans Affairs specific documents are located on the Office of Construction and Facilities Management Technical Information Library (http://www.cfm.va.gov/TIL/). Services required shall be primarily Engineering (51% or greater) in nature (i.e., Mechanical, HVAC, Plumbing, Steam Generation, Physical Security Specialist, Civil, Electrical, Registered Fire Protection Engineer, Economic Analysis, Surveying, Project Management, Construction Administration, Construction Management, and production of construction cost estimates; however, multidisciplinary as need to complete the project, (i.e., Architectural, Interior Design, Structural, Industrial Hygienist, Hazardous Materials/Environmental Services (asbestos and lead), Landscape Architect). A/E services are typically known as Study, Site Survey, Schematic, Design Development, Construction Documents, Bid Documents, Construction Period services, and Construction Site Visits, to include reproduction of documents. Potential projects require multi-disciplinary engineering services for various commercial or industrial type facilities, vertical/horizontal construction, pavements and roads, and other hospital related structures. Services could include; providing scope, development, space planning, concept development, interior design, environmental studies, feasibility studies, program analysis, design review, value engineering reviews, ensuring coordination various control/life safety/nurse call/IT systems (regardless if new or existing), building designs for new facilities as well as renovation/remodel, commissioning, production of construction cost estimates (using history of similar projects in the region if possible) and upgrade of existing facilities and systems, to include new buildings, building additions and/or building renovations/remodel. Additional services that may be required include, preparation of designs, plans, drawings, life cycle cost analysis, construction cost estimates, project specifications, fact-finding studies, surveys, investigations, coordination with State Historic Preservation Office (SHPO). KEY PERSONNEL The A/E shall have in their direct employ and/or via qualified consultants and subcontractors the necessary and qualified professional personnel to perform the services required to perform design services via any issued Task Order. Key personnel of any AE firm awarded a contract as a result of this announcement, subsequent evaluations, and proposal submission shall not make any substitution of any key personnel without the expressed written approval of the Contracting Officer. No increase in salary rates shall be authorized upon approval of any substituted key personnel. Refer to Attachment #1 for a list of required key personnel. GOVERNMENT NEEDS The resulting contract(s) shall be a Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) Contract(s) for provision of Engineering services. The contracts resulting from the IDIQ solicitation shall include five (5) year ordering period from the date of award. The expectation is that up to eight (8) firms will be awarded a contract with a total of $7.5 million in delivery orders per firm per year per site. Work shall be performed under the contract upon identification of a specific project and issuance of task orders. The Task Order shall reflect the scope of the work, fee, time schedule for completion of the design phases, maximum construction cost limitation, and payment schedule that pertains to that project. Task Orders issued against this contract shall initiate projects. Task Orders may only be issued by VISN 10 and PCAC Contracting Officers holding warrants with the proper award/signatory authority. The Government is under no obligations to issue any task orders in connection with any resultant contracts. At its own discretion, the Government may perform the services or similar services itself or employ others separately to perform them. Each contract awardee will receive a minimum guaranteed award of Two Thousand Five Hundred Dollars and No Cents ($2,500.00) that is applicable for the entire Five (5) year contract period. This procurement is a Total Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) MEP firms. The primary North American Industry Classification System (NAICS) Code is 541330, Engineering Services, which is also required as this is a multi-disciplinary MEP requirement and therefore experience and qualifications for the MEP services are being evaluated as part of this announcement - (Other MEP services that may be required under any resultant contract include 541340 Drafting Services, 541360 Geophysical Surveying and Mapping Services, and 541370 Surveying and Mapping (except Geophysical) Services however these services are not required to be included as part of the SF330 qualification package and will not be included as part of the evaluation process. An MEP submitting a SF330 package may voluntarily include qualifications for these types of services as information only so the government may establish a database of those firms offering these types of services. Not providing any qualification information for the other MEP services will have no impact on a MEP s rating). The Government intends to make multiple awards of task order contracts (MATOC) to qualified SDVOSB MEP firms, contingent upon enough qualified SDVOSB MEP firms are deemed most highly qualified and eligible for award. Verification of SDVOSB status will be done via confirming current registration in the SBA Veteran Small Business Certification (VetCert) at Veteran Small Business Certification (sba.gov). Firms submitting a qualification package must also have a current registration in the System for Award Management (https://sam.gov/content/home). SELECTION OF FIRMS This procurement will be following the procedures established in the Brooks Act, Federal Acquisition Regulation (FAR) 36.602, and Veterans Affairs Acquisition Regulation (VAAR) 836.602. The selection process will be made using a two-stage process. Stage I consists of the initial evaluation of the SF-330 s and determination of the highest rated firms. The most highly qualified firms will then be short-listed and invited to continue with Stage II of the process. All firms not short-listed will be notified at this time. Stage II consists of Interview/Oral Presentations for the short-listed firms with final selections. Stage I: Firms responding to this notice will be evaluated and ranked using the selection criteria listed here. The factors are of equal importance. The evaluation will consider how each factor is addressed and formatted to coincide with the selection criteria. The evaluation factors listed below shall be addressed in Part H of the SF-330. Professional qualifications and management capability: The qualifications of all individuals which will be used for these services, including the Project Manager, key personnel, and any consultants, will be examined. Offerors shall demonstrate relevant work experience handling multiple multi-discipline projects in one location at the same time. (weight = 30%) ** Please refer to Attachment 1 - Minimum Primary Key Personnel and Consultant Qualifications for additional information pertaining to Professional Qualifications requirements. Specialized Experience: Including technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, state historic preservation coordination, and the use of recovered materials. (weight = 25%) Professional Capacity: Capacity to accomplish the work in the required time. (weight = 10%) Past Performance on contracts with the Federal Government, Department of Veterans Affairs, and private industry in terms of cost control, quality of work and compliance with performance schedules. Limit past project references to those with an estimated construction cost not to exceed $16M and the design was completed within the last Five (5) years. (weight = 10%) Construction Period Services. Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates. (weight = 10%) Geographic Location and Facilities of Working Offices. Location in the general geographic area of the project and knowledge of the locality of the project. The Geographical requirement for the AE s prime or branch working office is to be within 600 miles. However, the working office from which the prime AE firm performing the design and site visits shall be within 4 hours driving distance of the project location during design and construction period services. Drive time shall be calculated via the fastest route from the working office to the project location using Google Maps Directions feature. (weight = 10%) Small Business Subcontractors. The extent to which the offerors identify and commit to use of service-disabled veteran-owned small businesses, veteran-owned businesses, and other types of small businesses as subcontractors. (weight = 5%) Stage II The shortlisted firms will be invited to expand upon their qualifications via an oral presentation using Microsoft Teams. Additional criteria will be provided to these firms, and they will be given adequate time to prepare for their Oral Presentations. After the Oral Presentations are concluded, the source selection evaluation board will finalize their selections and the successful firms will be notified. The submission must include a fully completed Standard Form (SF) 330, Architect/Engineer Qualifications: (form available at: https. Architect-Engineer Qualifications | GSA. The SF330 shall not exceed a total of 50 pages (CPARS and PPQs are exempt from the page limit) in a common font, size 12, single spaced. This page limit does not include CPARS and PPQs. Use graphic presentations where such use will contribute relevant data. The background color of each page of the submission shall be white or ivory stock only. A page is defined as each face of an 8.5 X 11 inch sheet of paper containing information. A firm will not be considered if it s SF 330, Part I is not signed, unless the SF 330, Part I is accompanied with a signed cover letter or a current signed SF 330, Part II. All selected firms will be issued a Request for Proposal (RFP) to provide cost data. The RFP will include the specific data to be provided. SF330s shall be submitted electronically via email by the closing date and time in this announcement. The emailed file size shall not exceed 18 MB. The emailed SF330 may be provided in a zip file. The subject line of the e-mail should read ( Michigan MEP IDIQ 36C25025R0018 ). DEADLINE: Emailed SF330 must be received at the email cited below by no later than December 9, 2024 in order to be considered. At the time of submission of the SF330, the offeror must represent to the contracting officer that it is a SDVOSB eligible under the VA Acquisition Regulation (VAAR) subpart 819.70 - Office of Acquisition and Logistics (OAL) (va.gov); Small business concern under the North American Industry Classification System (NAICS) code assigned to this acquisition; and Certified SDVOSB listed in the SBA certification database at https://veterans.certify.sba.gov/ All SF330 submissions, questions, and other inquiries shall be submitted to the Contract Specialist noted on page one of this solicitation.
