Eastern Charlotte is interested in a respondent who will perform dredging (sludge removal) operations on the two (2) lagoons in Blacks Harbour. The work will generally consist of, but not limited to the mobilization and demobilization of all labour, material and equipment to, and off site. A floating dredge will remove sludge from all seven (7) cells and convey it to a dewatering centrifuge, which will dry and ready it for transport. The dry sludge will then be transported off site and disposed of at the closest environmental landfill site. The lagoon site is generally flat and level, and has a secured locked fence compound around the lagoons. This locked area can be used for laying down of equipment or storage of materials. The floating aerators in Lagoon #1 will be disconnected on one end by Public Work's staff and reconnected once dredging operations are complete. The floating curtains will remain in place. In Lagoon #2, the contractor will work around the Helical Diffusers. Care is to be taken to ensure no damage is done to the aeration system. If an additional flat work area is required, Public Works will supply and level material for the centrifuge operations. Upon completion of the dredging operation, the contractor will perform a post Sludge Level Survey c/w report to confirm the sludge has been removed asrequested. Preferably, the work is to be undertaken and completed in the spring of 2025 and no later than June 30th, 2025. If not able to accommodate for spring, work would be schedule in October 2025. Eastern Charlotte does not, by virtue of this Tender, commit to making an award or commit to the undertaking of this project, but reserves the right to reject all submissions not deemed to be in Eastern Charlotte's best interest or outside the allocated budget.
