Keystone Environmental Services (KES) was retained by the City of Binghamton to perform a PreDemolition Survey for Asbestos Containing Materials (ACM) for the blight commercial and apartment structure located at 114 Henry Street in Binghamton, New York. The purpose of this survey is to identify and assess with due diligence the locations, quantities, friability, and condition of ACM that will be disturbed during demolition of the blight apartment structure. Building components scheduled to be disturbed during this Pre-Demolition Survey have been identified as homogeneous materials as described in Report Section 4.0 "Identification and Assessment Methods of ACM" and listed in Appendix A. All other building components that were not identified and/or sampled are required to be presumed as asbestos containing (PACM) unless confirmed negative by bulk sampling. No oral interpretation will be made to any bidder as to the meaning of the contract documents or any part thereof. Every request for such interpretation shall be made in writing to the City Engineer. Any inquiry received seven or more days prior to the date fixed for the opening of bids will be given consideration. Every interpretation made to a bidder will be in the form of an addendum to the contract documents, and when issued will be on file in the office of the City Engineer at least five days before bids are opened
