If the Bidder shall fail or refuse to enter into the contract after given the award, the Bid Security deposited by him shall be used as liquidated damages by Larksville Borough. All bidders/offerors are hereby notified that the PA State Wage Rate Determination is included in the contract documents of this project and govern all work under the contracts. Larksville Borough reserves the right to accept or reject any or all bids and to waive technicalities and informalities in any bid, for the best interests of the Borough. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing Questions received less than ten days prior to the date for opening of Bids may not be answered. Bids may be held by Larksville Borough for a period not to exceed sixty (60) days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.
