Site work for a civil project in Jourdanton, Texas. Completed plans call for site work for a water / sewer project.

CID 02 - Ballfield Well Well No. 7. Question Deadline 11/26/2024 at 9:00 AM CT All questions about the meaning or intent of the Bidding Documents shall be submitted in writing online. and must be received at least seven calendar days prior to the opening date. The project generally consists of drilling and developing one Carrizo-Wilcox Aquifer well for the City of Jourdanton. The well shall consist of 1,802 feet of 14-inch carbon steel casing within a 20-inch borehole pressure cemented to a depth of 1,802 feet with an 18-inch under-reamed borehole from 1,800 to 1,960 feet. The well shall be screened with 8-inch diameter stainless steel screen on perforated stainless-steel pipe from 1,810 to 1,950 feet with 8-inch stainless steel pipe liner from 1,680 to 1,810 feet. Installation of a 20-foot by 20-foot chain-link security fence. Bids will be received for a single Contract. Bids shall be provided on a unit price basis as indicated on the Proposal Form. This contract is contingent upon the release of funds from the Texas Water Development Board (TWDB). Any contract(s) awarded under this Invitation for Bid (IFB), Request for Proposals (RFP), or Request for Qualifications (RFQ) is/are expected to be funded in part by financial assistance by both TWDB and the American Rescue Plan Act (ARPA). Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this IFB, RFP, RFQ, or any resulting contract. A bid bond in the amount of five percent (5%) of the bid issued by an acceptable surety shall be submitted with each proposal. The successful respondent will be required to furnish a Performance Bond and a Payment Bond, each in the amount of the contract, written by a responsible Surety Company, authorized to do business in the State of Texas. The City of Jourdanton reserves the right to reject any or all bids, to waive any or all formalities or technicalities, and to make such awards of contract to the lowest responsible bidder who provides the best value to the City. Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriation acts and/or Section 608 of the Federal Water Pollution Control Act. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. Failure by the Contractor to carry out these requirements is a material breach, which may result in the termination of the awarded financial assistance. Davis-Bacon prevailing wage requirements apply to the construction, alteration, or repair of treatment works carried out, in whole or in part, with assistance made available by the Clean or Drinking Water State Revolving Fund Programs (CWSRF or DWSRF). For additional information on Davis-Bacon Wage Rate Requirements and its applicability to this contract, please consult TWDB Guidance No. DB-0156. In accordance with Chapter 2269 of the Texas Government Code, the contract will be awarded to the responder who provides the best value to the City of Jourdanton. The City of Jourdanton shall evaluate the Bids on the basis of all factors described herein. The City of Jourdanton reserves the right to refuse and reject any or all Bids, waive any or all formalities or technicalities, accept the Bid or portions of the Bid determined to be the best value to the City of Jourdanton, and hold the Bids for a period of 60 days without taking action. Bidders are required to hold their Bids firm for the same period of time.
