About the MHEC Massachusetts Higher Education Consortium (MHEC) was formed in 1977 and was established by M.G.L. Ch. 15a, Sec 24A to create efficiencies in the State College and University procurement processes by leveraging purchasing volume to negotiate better prices. The MHEC Bid, Award, and Contract process is in compliance with Public Biding Laws, Rules and Regulations. As a premier contracting group, all current MHEC contracts can be adopted by Members without the additional IFB process work needing to be done before contract use. Today the MHEC has expanded its membership to include non-profit public and private institutions of higher education, technical, charter and vocational schools, municipalities including elementary and secondary schools, preparatory schools, and educational non-profit organizations located within New England. Commodity Specifications: The MHEC is Re-Opening MC01-G32 Emergency Response and Disaster Restoration Services to solicit bids to source the rental of light and heavy-duty equipment. It is the intention of the MHEC to seek bids from qualified, responsive, and responsible suppliers capable of providing the intended products and services for Emergency Response and Disaster Restoration Services to its members on an as-needed basis over the life of the resulting contract. The objective of this solicitation is to provide continuously available services from a wide-array of independent, experienced, and qualified suppliers. Bidders are encouraged to submit their entire portfolio of products and services related to this solicitation, to allow for the development of a comprehensive contract that provides MHEC members with the best price, and the best quality of service possible. This contract will be available to all MHEC members including non-profit public and private institutions of higher education, technical, charter and vocational schools, libraries, municipalities, including elementary and secondary, preparatory schools and educational non-profit organizations located in MHEC member states: Massachusetts, Connecticut, Rhode Island, New Hampshire, Maine and Vermont. The intent is to provide a comprehensive, competitively & publicly solicited master agreement providing a significant savings benefit to members for their needs related to Emergency Response and Disaster Restoration Services. The successful bidder shall perform the services required to achieve the expected results for the removal, cleaning, securing, sanitizing, demolition, reconstruction, or other treatment of improvements to real property performed because of damage or destruction to that property caused by a natural disaster or emergency. Bidders on this contract should offer recovery and remediation services related to the following areas, including but not limited to: Natural Disaster Emergency Response Destruction Flood Fire Biohazard Reconstruction The MHEC intends to award a variety of suppliers in order to satisfy the needs of our diverse membership throughout New England. The scope of this contract may include the purchase, rental, maintenance and installation on a variety of equipment. The MHEC is encouraging responsive and responsible bidders to respond to this IFB with deep discounts on service and equipment rates. EQUIPMENT RENTALS Pricing for equipment shall be priced on a daily, weekly, monthly and after hour's basis. Multiple discount structures are acceptable as long as they are clearly defined in the response. Volume discounts are also encouraged for multiple rental items. A published rate along with applicable discounts and net price shall be submitted in the Rate Sheet provided in Part 5 of this bid, or as a separate price document outlining all rates. LABOR & SERVICE RATES Bidders must list each job title for staff who will be providing services under this contract, and provide a single hourly standard rate and up to two overtime rates for each job title. Job titles must be listed regardless of whether these services will be provided by the awarded bidder or by a subcontractor. Use the Rate Sheet provided in Part 5 of this bid to submit your labor rates. This bid must provide on-demand, easy to use, and cost effective sources of these services to include the following bid categories. Master Category Names: Emergency Response Environmental Response Fire Damage Smoke/Soot Damage Water Damage Mold Remediation Mold Inspection/Testing Biohazard Response Storm Damage/Debris Removal Odor Removal Reconstruction Equipment Rental Entire Catalog of Services Additional Category (if necessary) Note that all categories do not need to be met in order to bid on this contract. One or more categories is acceptable. Multiple suppliers may be awarded in order to meet all categories and regions. For example, one supplier may bid on Water Damage, and another on Biohazard services. Companies responding to the bid should have a minimum of five (5) years in business and should provide references from Colleges, Universities, or Municipalities they have worked with - preferably MHEC members - in Part 10 of this IFB. MHEC strongly prefers bidders who have been certified in the appropriate related class/classes as offered by the Institute of Inspection Cleaning and Restoration Certification (IICRC). Offer Table Spreadsheet (Part 4 of this Bid): It is important to note that this is not an RFP, it is an IFB and requires pricing. Bids that do not provide pricing will not be considered. Pricing can be broken out by a cost plus model, flat rate, % of project or cost per hour, FTE, square footage, etc. All prevailing wages must be included where applicable and any expected additional costs such as travel reimbursement. Call for quote is not a valid response. Costs for members must be quantified up front in a presented formula. If your formula is available and you are unable to present it in the offer spreadsheet, you may include it in the supplemental upload section as an attachment. Suppliers and members should follow their applicable procurement requirements when utilizing the MHEC contract and pricing. The MHEC members consists of both public and private entities. Projects for public entities should be determined if exempt (under professionals; architects, engineers and related professionals), Chapter 30B or if Chapter 7C. It is the responsibility of the procuring member and supplier to meet the necessary guidelines. The categories listed above in the 'Master Categories' list represents the known categories to bid under this solicitation, but does not represent an exclusive list. Suppliers are requested to bid their entire line of products and services as intended by this solicitation. Any additional items needed to be added which meet the intent of what this bid requested but not listed may be included in this bid, but may not be considered as part of the evaluation of the bids for award.
