Landfill Gas to Energy Project Resource Recovery Park Question Deadline 01/06/2025 at 5:00 PM CT The City of Lee's Summit reserves the right to amend the solicitation schedule as necessary. This Request for Proposals (RFP) has been issued by the City of Lee's Summit (City) to solicit qualifications and proposals for the development (i.e., finance, own, permit, design, build, operate) of a landfill gas-to-energy (LFGE) project for the Lee's Summit Resource Recovery Park (Landfill or facility). The facility, located in Lee's Summit, Missouri and accessed via an entrance road off Southeast Hamblen Road, is a closed solid waste landfill. The City is now considering possible LFGE projects at the facility and is seeking proposals that will manage the landfill gas in an environmentally responsible and safe manner that will provide consistent, long term revenue streams to the City. The City anticipates the project will be developed on property at the closed landfill site, with appropriate land lease terms. Revenue benefits to the City are to be proposed for the sale of landfill gas for beneficial reuse to the responding entity (Contractor herein). The Contractor will be responsible for costs to design, build, own and operate the facilities and will be responsible for and receive the benefits of use or resale of the gas, and appropriate renewable energy credits. The revenue to the City may include fixed or revenue sharing components as outlined in the price proposal section of this RFP. The term of the agreement is anticipated to be 10 years, but alternative terms may be proposed.
