Answers to all questions will not be provided by phone or email; rather, answers to all questions will be posted on the CITY of Lodi s website at online The CITY reserves the right to reject any and all Proposals or waive any irregularities in any Proposal or the Proposal process. All responsive Proposals shall be reviewed and evaluated by the CITY to determine which Proposer best meets the CITY s needs for the Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate proposals are set forth in the Request for Proposals. The CITY is requesting Proposals (competitive sealed proposals) from qualified proposers to design and construct a skate park at Lawrence Park, 350 N. Washington Street, Lodi, CA 95240. The Scope of Work outlined in this section will be incorporated into the final contract by reference. The firm selected for the project will be responsible for achieving the goals and objectives as described in this Request for Proposal (RFP), and may break down tasks or work items as necessary to complete the project. The City envisions that the project will be executed in two phases based on the availability of funding and resources, with Phase 1 focusing on the design and construction of the skate park, pump track, and parking infrastructure and Phase 2 covering the development of additional park amenities such as a playground, picnic areas, and sport lighting. 1. Phase 1: Skate Park and Pump Track Development a. Site Assessment: Evaluate existing site conditions, identifying potential challenges or constraints. b. Community Outreach: Facilitate community meetings and discussions to gather input from residents and park users regarding design preferences and needs for the skate park and pump track. c. Design Services: i. Conduct topographic surveying, conceptual designs, and preliminary designs. ii. Prepare construction plans stamped by a California-licensed engineer, including calculations, concrete mix designs, and project specifications. iii. The design must include sections for varying ability levels and age groups, incorporating the skate park, pump track, and parking lot to accommodate increased visitors, ensuring ADA-compliant access. iv. Ensure the design adheres to all California building codes, city ordinances, and ADA requirements. d. Construction: i. Begin construction of the entire skate park and pump track. ii. Provide necessary project management services, overseeing all construction activities to ensure timely completion. iii. Include features like reinforced concrete surfaces, safety elements, lighting, and seating where possible within Phase 1. e. Cost Estimation and Budgeting: Provide detailed cost estimates and phased budgeting to ensure that Phase 1 remains within the allocated budget. 2. Phase 2: Additional Park Amenities. Phase 2 will focus on additional park features that may be constructed as funds and resources allow. These elements will complement the skate park and pump track by enhancing the overall recreational experience at Lawrence Park. a. Playground and Picnic Structures: Design and construct a playground and picnic structures, focusing on accessibility and community needs. b. Sports Lighting: Install lighting throughout the park for evening use, prioritizing the skate park and other high-traffic areas. c. Other Amenities: Include features like additional seating, landscaping, and rest areas. Both phases should include flexibility to adapt to funding availability and ensure each phase is functional independently. The final contract will include this phased approach, integrating both design and construction management services. This phased approach allows the City of Lodi to prioritize the core skate park and pump track construction while providing a clear pathway for adding additional park amenities as funding and resources become available. Both phases will adhere to the City's long-term recreational goals and enhance community engagement through public input and inclusive design practices.
