The Project includes the following Work: Replacing the existing 1.5MW generator serving the plant with a new standby power system to fully serve the Millville Wastewater Treatment Plant, including all process equipment, backup equipment, office facilities, testing facilities, and lighting. The Project has an expected duration of 270 days. The City of Panama City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City's purchasing policies as they may deem in the best interest of the City. Panama City reserves the right to accept any Bids deemed to be in the best interest of the City, to waive any minor irregularities, scrivener's errors, minor omissions, minor deviations, and/or technicalities in any Bids, or to reject any or all Bids and to re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this Invitation to Bid TB). The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing office.
