Project Goals o Improve safety and security for incarcerated individuals and DOC staff. o Produce an accurate, organized inventory of existing systems that effectively articulates the conditions of the assets and can be used as a tool for future capital budget requests. o The assessments include "Heat Maps" to illustrate those areas with the highest risk of failure. o The first draft of the assessments will be submitted to DOC by Feb 2025. o Minimize long term operational and maintenance costs. o Inform DOC on future operating and maintenance costs. o Minimize disruption to daily operations during the construction phase. Scope of Work This Request for Qualifications is for the purpose of selecting an Architectural or Engineer firm to perform Condition Assessments for the projects located at multiple correction centers in Washington state. This scope of work includes condition assessment only. 2024-346: SW-Security Electronics Renewal & Adaptation The project identifies immediate replacement needs to avoid unexpected security electronics failures, plan for ongoing replacement of security electronics systems as they approach end of useful life, and recommend future solutions which consider alternative technology. The scope also provides an order of magnitude cost for these projects, prioritizes the order of system replacement, and estimates the time/expense to operate and maintain the systems This Condition Assessments will provide DOC guidance for future Predesign (if needed), Design, and Construction in the 2025-2035 ten-year plan.
