Demolition, site work and new construction of a water / sewer project in Essex Fells, New Jersey. Completed plans call for the demolition of a water / sewer project; for the construction of a water / sewer project; and for site work for a water / sewer project.

The work will include but is not limited to soil erosion and sediment control, environmental protection, site work, demolition, construction of a new 700 sf water treatment building, installation of a new 150 GPM PFOA treatment system, process instrumentation and controls, utility coordination, and facility equipment start, testing, commissioning, and training. The contractor is responsible for providing all labor, supervision, trade skills, materials, and equipment required for this project as described in the Construction Documents. The Contract calls for two (2) substantial completion dates and allows three hundred fifteen (315) calendar days for contract closeout from the issuance of the notice to proceed. Phase 1 will encompass the demolition of the existing building and construction of the new facility, with substantial completion #1 being no later than one hundred fifty-four (154) calendar days. Phase 2 will encompass the installation of the vessels and the treatment process being in service no later than two hundred eighty-five (285) calendar days. The contractor must also comply with the below milestone dates. Milestone Dates: The Contractor is required to meet the following critical project milestones: Project Schedule: Ten (10) days from the Notice to Proceed SED Plan: Ten (10) days from the Notice to Proceed PFAS Vessel Shop Drawing Submission: Forty-two (42) days from the Notice to Proceed Substantial Completion #1: Complete construction of the new building; one hundred fifty-four (154) days from the Notice to Proceed Substantial Completion #2 (Treatment in service): two hundred eighty-five (285) days from the Notice to Proceed Final Completion: three hundred and seven (307) days from the Notice to Proceed Closeout: Three hundred fifteen (315) days from the Notice to Proceed The surrounding property of the Essex Fells Country Club will be in use throughout the project. The contractor will be subject to limited construction activities and heavy golf traffic from May 15, 2025, to October 22, 2025. A certified check or cashier s check made payable to the order of the Borough of Essex Fells, or a duly executed Bid Bond, in the amount of ten percent (10%) of each bid, but in no case in excess of $20,000.00 must be deposited by the Bidder together with a Surety Consent evidencing that They can obtain the required Performance Bond. The Borough of Essex Fells reserves the right to consider bids for sixty (60) days after their receipt. The right is reserved to waive any informalities, to accept bids which it deems most favorable to the interest of the Borough to make an award on each item separately or as a whole and to accept any Bid or to reject any or all Proposals in accordance with the Specifications and the Bid forms. Question Deadline 11/19/2024 Every request for such interpretation should be asked through the Question and Answer feature for the project via Online and to be given consideration, must be received at least ten (10) business days prior to the date fixed for the opening of bids.
