(WIFR) - Once the snowflakes melt, Rockford leaders expect orange cones to fill city streets in 2025. "There's going to be road work taking place everywhere," declares Mayor Tom McNamara. The comment arrives as the city's finance and personnel committee approves a nearly $90 million capital improvement budget for 2025-2029. "Our residents are going to be really excited about the amount of construction taking place in the summer of 2025," he adds. Monday night's committee meeting passed one of the first projects in the "historic" investment alongside a presentation. The effort could curb the 45.3% of the community's "very poor" roads, a statistic from Rockford Public Works. Starting in January, Madison Street will see a $6,636,608.56 makeover. The project includes road repaving, new sidewalks and streetlights, utility relocation and a 100-year-old water main replacement. A drive up Madison Street takes you through the heart of downtown Rockford, with businesses like CJ's, Prairie Street Brewing and Rocktown Adventures dotting the side. That travel hasn't been easy, though, as potholes and cracked roads clutter the ride. Alderman Chad Tuneberg (R-2nd Ward) expects better days for the downtown drive. "I see this as increasing the value within that immediate area," claims Ald. Tuneberg. "It looks like we would probably see some interest from entities looking to locate there." Construction could start at 2025's start - with ComEd burying electrical lines. After that, the city plans to follow with its construction. Rockford Public Works expects the work (at Madison and other projects, like Auburn St. and 11th St.) to wrap by the year's end. Mayor McNamara says the city's ready to alleviate any stalled business: "They know these roads need to get worked on, they know this is part of the business that they're in, but we want to make it as seamless as possible." Ald. Tuneberg mentions any short-term delays give way to long-term benefits across the community, "Too much construction can actually be a good thing, and that may equal progress." At Monday's committee meeting, Ald. Gabrielle Torina (D-Fifth Ward) questioned if the city can handle the anticipated "record" construction. "If we have in fact depleted our our Rockford labor forces here, we'll be able to draw in from outside," answered Timothy Hinkens - the city's interim public works director. Rockford's incoming capital improvement doubles the road budgets for each ward in the city - increasing spending from roughly $320,000 to $607,143. Besides road upgrades, other improvements focus on Keith Creek flood mitigation (by widening the channel) and preparing for a downtown Rock Valley College campus. Still, Hinkens explains these costs pay off in the future - anticipating less pothole headaches. "A lot of work to be done coming up, which is good news," contends Hinkens. Madison Street and others could lift the city from 15% "excellent" roads to 22% by the end of 2025. This combined BEP utilization goal is based on the availability of State-certified vendors to perform the anticipated direct subcontracting opportunities of the Utilization Plan (UP).
