The City of Cheyenne (City) is seeking to secure an all-inclusive three (3) year contract for the maintenance and repairs of the City's Happy Jack Landfill 40-foot tall litter fence located at 1461 Happy Jack Road, Cheyenne, Wyoming. The City of Cheyenne will receive sealed bids in accordance with the attached specifications. The City reserves the right to evaluate variations from the specifications and to award the bid that best meets its needs at the least cost. The City reserves the right to add or subtract the quantity of items being purchased based on budget availability (award will be based on the Cost/Each, as identified below). Bid Award will be based on overall lowest submitted cost (total) for all bid items for all three (3) years including potential emergency repair rates. Question Submission Deadline: November 14, 2024, 5:00pm. Questions, Substitutions, Line Item Modifications, or Clarifications, shall be directed to the City Purchasing Manager, via electronically. Questions will be received after which no additional questions will be accepted. The City will provide a response via Addendum no-later-than 5:00 pm local time on Thursday, November 21, 2024. All questions, bid exceptions, or requests for clarification shall be submitted in the following format: Page Number, Section, Line Item Number, (Exception / Question / Deviation). Questions shall be submitted via electronically. E-mailed questions will not be accepted. Documents or literature required to supplement a question, may be e-mailed to the Purchasing Manager after a question has been posted. tbarttelbort@cheyennecity.org Addendum Response Deadline: November 21, 2024, 5:00pm Council Agenda Cutoff Date: December 4, 2024 City Council Referral: December 9, 2024 Finance Committee: December 16, 2024 City Council Final Approval: December 23, 2024 Bid guarantee in the amount of 5% of the total bid amount as required by Wyoming Statute 15-1-113 must be submitted w/your bid (see paragraph 15 of the General Provisions attached). If the combined total of any Bidders submitted pricing for Years 1, 2, 3, and the Emergency Pricing exceeds $75,000.00 a Bid Guarantee for 5% of that amount will be required. If the amount is less than $75,000.00 a Bid Guarantee will NOT be required. Liquidated Damages: If the delivery of any item is delayed and the delay is not unavoidable, the Contracting Officer may assess as liquidated damages a sum equal to a tenth of a percent (.10%) of the per item price per calendar day or $30.00 per item per calendar day, whichever is greater. These damages shall be deducted from any money due, or which may thereafter become due the Contractor under this Contract. NOTE: Refusal to pay Liquidated Damages will void bid
