This is a service / maintenance or supply contract in Franklin, New Hampshire. Contact the soliciting agency for additional information.
The Winnipesaukee River Basin Program (WRBP) back-up power systems periodically require miscellaneous emergency repair services on an as-needed basis. The WRBP owns and operates the regional wastewater collection and treatment system serving ten (10) Lakes Region communities. The work may involve emergency repairs to any of the generator sets providing emergency power that are permanently located at 12 pump stations, at the Franklin wastewater treatment facility (WWTF), or two portable units. These 14 diesel generators and one propane-fired generator provide emergency electrical power when normal utility power is interrupted. It is essential that a suitable back-up source of power is always available. The WRBP collection system was constructed in the late 1970's and has no tolerance for failures or interruption in service. The pump stations and WWTF do not have redundant generators. Should a failure occur, the sewer system surcharges, and raw sewage is discharged to the Winnipesaukee River, Lake Winnipesaukee or other area lakes and rivers. A discharge of raw sewage would necessitate an immediate emergency response by the WRBP, DES, and local communities. Such a failure would cause a negative impact to the businesses in the vicinity as well as the general public. Thus, it is imperative to keep each station and its emergency systems available and always ready to operate without delay. Below is a listing of typical assignments that may be performed under the contract. Emergency repair or replacement of a fuel injector or water pump. Emergency repair of a radiator. Emergency repair to electrical controls and components. Emergency repair or replacement of injectors and/or turbos. Emergency supply (transport and on-site rental operation) of a portable generator. It is envisioned that each work project to be performed under this contract will involve an effort of less than 20 hours. A functional test or load banking as determined by WRBP personnel will be required before the emergency repair shall be considered complete. The ability to respond to make necessary repairs and/or provide an adequate rental unit(s) within 24 hours or less of notification (depending on emergency) is a critical element of this emergency services contract. If you have any questions regarding this RFP, please contact Timothy Pelletier at timothy.p.pelletier@des.nh.gov or (603) 527-9529 between the hours of 8:00 AM and 3:00 PM Monday through Friday. The WRBP reserves the right to determine what constitutes a conforming proposal; to determine if a firm or individual is qualified; to waive irregularities that it considers not material to the proposal; and award the contract solely as it deems to be in the best interest of the state.
