construction for Phase 2 of the Whitewater Park at Franklin Falls in the Winnipesaukee River, Franklin, NH. The work involves installation of two whitewater structures within the Winnipesaukee River, along with channel shaping, bank terracing, and trail construction. The City is collaborating with Mill City Park at Franklin Falls, a 501(c)3 non-profit corporation formed to develop the project. The project begins approximately 1,000 feet southeast (upstream) of the Sanborn Bridge which carries Central Street/US 3 over the Winnipesaukee River and ends slightly downstream of the Sanborn Bridge. The Whitewater Park incorporates the existing Trestle View Park and the Winnipesaukee River Trail (WRT) into the project design. Most of the construction for the Whitewater Park will be within the banks and bed of the Winnipesaukee River; the NH Department of Environmental Services and the US Army Corps of Engineers have issued permits for the work. Construction is anticipated to begin during low-flow summer conditions in July 2025. Phase 1 construction of the Whitewater Park occurred during the winter of 2021 - 2022. Feature #3 (Drop Structure #3), the furthest downstream feature, was built along with pedestrian improvements at Trestle View Park. All questions and responses will be shared with all candidates. City Responses to Questions February 21, 2025 RFP prices are to remain in effect for a period of 60 days from the date of the proposal and are to remain firm once proposal is awarded to the successful proposer(s). The RFP prices shall be submitted using Attachment A, Cost Proposal Form. Each proposal shall include the contractor's qualification statement as defined in Attachment C. The qualification statement shall demonstrate that the contractor has relevant construction experience, available staffing with relevant knowledge base, a clear understanding of the permits and relevant regulations, sufficient funding and a financially responsible history, and a history of professionalism, character, and integrity. Interview Finalists (if needed) March 3 - 5, 2025 City Notifies Successful Proposer March 7, 2025 A 30-day notice is required for cancellation and/or material change of coverage, sent directly to the Finance Director, City of Franklin at 316 Central Street, Franklin, NH 03235. The prime contractor shall demonstrate the ability to satisfy the following bonds and insurance requirements for an estimated $1.5 - $2 million in construction costs for the project a. Bid bond in the amount of 5% of the bid price. b. Performance and payment bond in the amount of 100% of the bid price. The City of Franklin reserves the right to accept or reject any and all proposals or parts thereof, to accept the proposal which they deem to be in the best interest of the City of Franklin and to waive any bid formality. The estimated budget is between $1.5M - $2M.
