Environmental Supervision of Demolition and Cleanup Work with VAP Clearance Question Deadline 11/15/2024 at 2:30 PM ET Quotes for the Work must be submitted electronically Quotes should be emailed to Joshua Murnen, Senior Vice President for Real Estate and General Counsel, at lucascountylandbank@co.lucas.oh.us and at jmurnen@co.lucas.oh.us. Questions regarding this request for quotes should be directed in writing to these email addresses no later than November 8, 2024. The Land Bank will post responses to all questions received on its online. The Land Bank intends to demolish all structures and foundations on the property, excavate and remove all concrete and pavement on the property, and to remediate the contaminated soil identified in the Environmental Remediation Workplan, leaving a clean, level, and seeded site. The Land Bank will procure a CEP to supervise the demolition and cleanup activities at the project site. The CEP will supervise excavation and disposal of the contaminated soil, conduct confirmation sampling at the Project Site following completion of demolition and excavation work, and assist Owner in obtaining a CNS from the Ohio EPA through the VAP. The Land Bank has secured funding to conduct cleanup and remediation work at the Project Site through the Brownfield Remediation Program, administered through the Ohio Department of Developmen Project Site 215 City Park Avenue, Toledo, Ohio 43604 Parcel Number: 11-21774, 11-21824, and 11-21841 Owner expects to procure a demolition contractor for the project in December, 2024. Work is expected to commence as soon as January, 2025, subject to weather conditions and the contractor's schedule. Work will be completed no later than May 1, 2025. The CEP will be expected to be engaged throughout the project consistent with the Scope of Work described above. Scope of Work The Work will be consistent with the Environmental Remediation Workplan created by CT Consultants in November of 2023, attached to this RFQ. Quotes for the environmental assessment work must include itemized costs for each of the following work items (the "Work") The Environmental Remediation Work Plan, the previous Phase I ESA (2008), and previous Phase II ESA (2011) are available on the Land Bank's online.
