Water Service Line Field Verification by Hydro Excavation for Lead Service Inventory Any questions regarding the Specifications and Bid documents must be submitted to the Clerk's office in writing on or before 4:00 P.M. on Tuesday, November 12, 2024 to ensure that the Borough has sufficient time to issue an addendum, if necessary. All bids must be accompanied by a bid security in the form of a certified check, cashier's check or bid bond from a surety company authorized to do business in the State of New Jersey and acceptable to the Borough of Highland Park for not less than ten percent (10%) of the amount of the bid, but not to exceed $20,000.00, made payable to the Borough of Highland Park. A surety statement must also accompany the bid. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. As more fully explained in the bidding documents, the Borough reserves the right to award one contract to one bidder for both services, or two separate contracts to two bidders for the respective services. The Borough reserves the right to abandon and cancel this proposed project prior to the opening of bids. The Borough also reserves the right to reject bids in a manner consistent with New Jersey law; and to waive immaterial defects or informalities in any bid, where it is deemed to be in the interest of the Borough to do so. The Borough further reserves the right to increase or decrease quantities specified in the manner designated in the Contract Documents. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening of bids.
