Site work for a water / sewer project in Portsmouth, Virginia. Completed plans call for site work for a water / sewer project.

Locations: The project location is within an existing drainage easement behind the Academy Crossing shopping center west of the High Street and Academy Avenue intersection The project includes the placement of a parallel 66-inch storm sewer trunk pipe line adjacent to an existing 91-inch by 58-inch horizontal elliptical concrete conduit behind the Academy Crossing Shopping Center. The project will require the construction of two special design junction boxes in order to connect to a double 60-inch storm sewer system at the upstream end, and a 55- inch by 72- inch box culvert below High Street at the downstream end. The alignment is directly adjacent to a cemetery located within the City of Chesapeake city limits. The placement of the parallel 66-inch pipe will require coordination with several utility companies as noted in the plans, including Dominion, Verizon, and Columbia Gas, as described on the plan set. The project also includes a new 96-inch concrete pipe parallel to the existing double 36-inch pipes under the abandoned railroad embankment to improve conveyance and reduce upstream flooding. The project will require the construction of two special head walls to connect to the new 96-inch pipes and the existing double 36-inch pipes. Grading is proposed downstream of the abandoned railroad embankment as shown in the plan set. For the placement of the new 96-inch culvert, a channel approach will need to be excavated from the inlet area of the double 36-inch culverts. For the grading and construction of the headwall at the upstream channel, it is important to minimize impacts to the two water pipeline aqueducts built on concrete piers, that are located a short distance upstream of the railroad embankment. The two water pipelines are owned by the City of Portsmouth and Norfolk respectively. Riprap is proposed adjacent to the existing piers to minimize impacts. For the grading and construction of the headwall at the downstream channel, contractor will be required to coordinate with the utility companies as noted in the plans, including Colonial Pipeline. Unless otherwise specified, the Division I - General Provisions of the latest edition of the Hampton Roads Planning District Commission Regional Construction Standards shall apply. Scope of Work: o Remove and dispose of existing pipe. o Furnish and install 66" RCP, Class IV with water tight joints. o Furnish and install two special design junction boxes. o Place local fill material around the northern junction box o Coordinate with Dominion, Verizon, Columbia Gas, and Colonial Pipeline, as noted in the plans. For Dominion, the contractor shall include the cost of supporting the electrical poles, as noted in the plans. For Colonial Pipeline, the contractor shall include the cost of the Colonial Pipeline inspector, as noted in the plans. Maintain the existing connections to lighting throughout construction. o Furnish and install Curb, Combination Curb and Gutter and pavement repair where required. o Perform undercut excavation during the pipe installation as required by the Engineer and place minimum 2 feet of Aggregate No. 57 or No. 58 (VDOT) as bedding material. o Perform root pruning and provide tree protection where required. o Provide necessary erosion control items. o Provide necessary vehicular and pedestrian traffic control. o Furnish and install landscaping (restoration). o Provide water tight pipe connections to existing storm sewer vault o Clean outfall area of the box culvert to provide positive drainage to the culverts below the abandoned railroad embankment. o Furnish and install 96" RCP, Class IV with water tight joints. o Furnish and install two special design headwalls. o Place local fill material around the proposed headwalls o Perform undercut excavation during the pipe installation as required by the Engineer and place minimum 2 feet of Aggregate No. 57 or No. 58 (VDOT) as bedding material. o Provide necessary erosion control items. The City reserves the right to cancel the Request for Proposals and to reject any and all proposals in whole or in part whenever the Purchasing Agent or designee determines that such action is in the best interest of the City.
