Site work and paving for a mixed-use development in Fort Collins, Colorado. Completed plans call for site work for a municipal facility; for paving for a municipal facility; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
Work to be performed includes the construction of a new 20-acre municipal solid waste landfill cell, known as "Cell 1," featuring an engineered liner system. Additional work entails clearing and grubbing the site, constructing various components of the landfill cell, and ensuring proper grading and vegetation of disturbed areas. All bidders must submit a completed Contractor's Qualification Statement including a list of three (3) profile projects for each qualification item as proof of qualifications or your bid will be rejected. Work to be performed includes but is not limited to construction of a new 20-acre municipal solid waste landfill cell with an engineered liner system ("Cell 1"). The Work includes, but is not limited to, the following: 1. Mobilization and demobilization of all equipment, materials, and personnel required to complete the Work. 2. Contractor is responsible to supply any temporary power needed to complete the Work. 3. Construction water for dust control and moisture conditioning for compaction purposes onsite to be sourced by Contractor. 4. Attendance and participation of critical personnel at pre-construction meetings. 5. Attendance and participation at weekly construction meetings. 6. Development of a Material Handling Plan. The Plan shall be coordinated with the Owner. 7. Pulling and closeout of all permits, including associated fees, for all activities required to complete the Work, as required. 8. Installation, maintenance, and removal of erosion control measures. The Contractor shall be responsible for implementing necessary practices to mitigate erosion control and sediment transport issues in accordance with the Drawings and Landfill Stormwater Management Plan. The Contractor shall be responsible to notify the Owner if any erosion controls are damaged, regardless of the cause. The Contractor shall be responsible for obtaining coverage under the CDPHE General Permit for Stormwater Discharges Associated with Construction Activities, Permit Number COR400000 (General Permit). 9. Establish and stake Work area limits. 10. Using a surveyor licensed in the State of Colorado, establish ground controls; conduct initial site topography survey for required areas within the limits of the Work. 11. Protect any existing on-site utilities, pipes, and structures as shown in the Drawings or discovered during utility locates. 12. Clear and grub Work area. Limits of disturbance include approximately 30 acres. 13. Construct Cell 1 bottom of liner grades and sump to conform with control point plan. Construct perimeter berm. Install stormwater features. Conduct required material testing and survey once completed. 14. Construct 1-foot prepared subgrade of Cell 1 and excavate anchor trench. Conduct required material testing and survey once completed. 15. Install a geosynthetic clay liner (GCL), a 60-mil high density polyethylene (HDPE) geomembrane, and a drainage geocomposite. Conduct required material testing. 16. Install the protective cover layer, leachate collection piping, side riser piping, leachate cleanout piping, and gravel columns. Conduct required material testing. Survey once completed. 17. Install the leachate pump system, dual-contained forcemain piping, and leachate storage, 20,000 gallon frac tank. Conduct required material testing. 18. Construct access pad road and grading. Place base course on perimeter access road once construction operations become minimal for least disturbance. 19. Grade and seed all areas disturbed during construction outside of Cell 1 limits to promote positive drainage and establish vegetation. 20. Provide a final survey of the entire area of Work within the construction limits. 21. Repair any areas disturbed by the Work, clean up, and demobilize. 22. Contractor must coordinate daily operations with Contractor working on Infrastructure.
