The City of Paso Robles is inviting qualified firms to submit proposals to provide Construction Management Services to oversee the construction of the South Vine Bridge at State Highway 46 West. The City of El Paso de Robles (City) in cooperation with San Luis Obispo County (County), the San Luis Obispo Council of Governments (SLOCOG), and the California Department of Transportation (Caltrans), propose to relieve local and regional circulation issues and reduce existing and future delay by improving the operations of US Highway 101 (US-101)/State Route 46 West (SR-46W) interchange. In 2009, a Project Study Report (PSR) was approved to be implemented in four phases: o Phase 1: Relocation of Theatre Drive to create a new intersection with SR-46W approximately 900 feet west of the current location at the existing interchange. This phase was constructed in 2012 by the City, and is now a 3-way signalized intersection, as an interim phase. o Phase 2: Relocation of South Vine Street to the Theatre Drive intersection with SR-46W. This phase would make the intersection a 4-way signalized intersection and would require a bridge to be constructed to the north for the fourth leg, as the ultimate configuration. Construction of the Bridge is the subject for this RFP. South Vine Road realignment will be constructed separately, under a separate contract. o Phase 3 & 4: Construction of the southbound and northbound ramps and roundabouts, respectively. This phase is currently in the design phase. This is future construction. In 2013, the City initiated the design of the South Vine Bridge as part of the ultimate circulation needed to accommodate a development, at the north west quadrant of Vine Street and SR-46W. In the last 2-3 years, the City has initiated the process to obtain an encroachment permit from Caltrans to be able to construct the bridge and connect to their right-of-way at SR-46W. The approved Caltrans permit is included as an attachment to this RFP. Also included in this RFP are the final plans and specifications (prepared by Stantec) for the construction of the Bridge. QUALIFICATIONS 4th Quarter 2024 1st Quarter 2025 2nd Quarter 2025 The City of Paso Robles Department of Public Works seeks a qualified Consultant to provide construction management professional services, to assist the City in overseeing the construction of the South Vine Bridge at State Highway 46 West. III. SCOPE OF WORK Consultant to submit a scope of work and tasks envisioned to meet the City's goal. General Conditions and Requirements 1. The Consultant shall carry out the instructions as received from the City Project Manager and shall cooperate with Federal, City, State, and any other agencies working on the project. 1 2. It is not the intent of the foregoing paragraph to relieve the Consultant of professional responsibility during the performance of this contract. In those instances, where the Consultant believes a better solution to the problem is possible, the Consultant shall promptly notify the City of these concerns, together with the reasons, therefore. 3. To ensure understanding of contract objectives, meetings between City and the Consultant along with the Contractor chosen to build the bridge, will be held weekly or as often as deemed necessary by the City Project Manager. All work objectives, the construction progress, issues encountered, and any other related issues will be discussed, and any issues or problems resolved. 4. The Consultant may establish direct contact with governmental regulatory and resource agencies and others for the purpose of obtaining information, expertise, and assistance in developing baseline data and resource inventories. The Consultant shall maintain a record of all such contacts and shall transmit copies of those records to the City on a regular basis. 5. The City will retain responsibility for all final consultation, both informal and formal, with State agencies regarding project mitigation and compensation proposals. 6. The Consultant shall comply with OSHA regulations regarding safety equipment and procedures, and safety instruction issued by the City.
