Site work and paving for a road / highway in Stillwater, Oklahoma. Completed plans call for site work for a road / highway; and for paving for a road / highway.

**As of December 20, 2024 this project has not yet been awarded. Award is expected sometime January of 2025. Scope of work to primarily include the following: Pavement diamond grinding and patching of McElroy Road from Main Street to Jardot Road, and Hall of Fame Avenue from N. Washington Street to N. Knoblock Street. Pavement patching on North Manning Street from McElroy Road to E. Sunrise Avenue. Any bid received by the City Clerk more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same. Bids will be referred to city staff for evaluation. The City Council may award to the "lowest and best responsible bidder". The Council reserves the right to reject any or all bids or portions thereof and to waive any technicalities in the bidding process. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids. Each bidder is required to submit with their bid a guarantee in the form of an acceptable bidder's bond, a certified check, or a cashier's check on a solvent bank in the state of Oklahoma, and in the amount of not less than five percent (5%) of the amount bid. The successful bidder shall execute a contract within 14 days of Notice of Award by the city. The successful bidder shall file a performance bond, maintenance bond, statutory bond and certificates of insurance in the statutory amounts for public liability and workers compensation insurance at the time of signing the contract. Any agreement entered into as a result of this invitation to bid shall be construed under the laws of the State of Oklahoma, and the venue for enforcement of the agreement shall be Payne County in the State of Oklahoma. The City may issue addenda as may be necessary in the best interest of the public and the City of Stillwater. Addenda issued through Ionwave may amend the date and/or time for receipt of bids or any specification, item, document, or requirement in the Bidding Documents. Question Deadline 12/04/2024 at 5:30 PM CT All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. This work consists of providing all materials and equipment necessary to construct a Portland cement Concrete (P.C.C.) pavement patch within the repair area defined by the Project Manager. The concrete patches shall be 8 inches. Work includes patch preparation, full depth saw cutting patch perimeter, excavation, removal of material, placing separator fabric, placing and compacting 8-Inch (Minimum Thickness) of aggregate base, placing and compacting 8-Inch (Minimum Thickness) subgrade, dowel jointing to existing concrete pavement, and placing 8-Inches of ODOT Class A Concrete. If a patch extends longitudinally more than one panel in length, then epoxy coated, greased load transfer bars are to be placed along each transverse joint - 18" on center, place midway vertically. Portland Cement Concrete Patch Construction shall meet specifications in the 2019 Oklahoma Department of Transportation Specification Section 414 Portland Cement Concrete Pavement, Section 303 Aggregate Bases, Section 310 Subgrade, Section 326 Geosynthetic Reinforcement, as well as any supplement, revisions or special provision of the Oklahoma Department of Transportation or City of Stillwater and shall be in reasonably close conformance with the standard details. Contractor shall add a "bond breaker" material (30 # roofing felt or equivalent) to the edge of a patch at the location of any intersecting crack. The bond breaker material will extend a minimum of 12 inches on either side of the crack. This material will not be paid for separately but will be considered subsidiary to other pay items. Joint spacing not to exceed in length (in feet) more than twice the slab thickness (in inches) - preferably <= 15 feet; and the maximum allowable length to width ratio is 1:1.25. Details for concrete patch as provided in these documents shall apply. Where details are not provided, refer to the appropriate Oklahoma Department of Transportation 2019 Roadway Standard Drawings and City of Stillwater Standard Details.
