The council voted 7-1 last week to approve a purchase and sale agreement with Norwalk-based Spinnaker Real Estate Partners. The agreement outlines the terms of the sale and project conditions for the nearly 17-acre town-owned property at 380 Pleasant Valley Road. The property houses an elementary school that shuttered in 2017. The developer plans to build a roughly 300-unit "multifamily community and a suburban walkable village" with buildings of varying heights of three to five stories -- and character "much like a traditional main street that has grown organically over time," according to the agreement.
