The County of Orange, OC Community Resources, (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for Historic Preservation Maintenance. The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation - only electronic bids submitted through the County's online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits. Background This contract encompasses historical preservation maintenance work for OC Parks historical facilities. The primary focus is to safeguard the historical character of these facilities while addressing essential repairs to ensure their functionality and safety. All maintenance and repairs will strictly adhere to the Secretary of the Interior's Standards for the Treatment of Historic Properties (https://www.nps.gov/orgs/1739/secretary-standards-treatment-historic-properties.htm). In addition to the County's standard maintenance specifications, the contractor shall also follow the attached historic preservation maintenance specifications (see scope of work). Work consists of but is not limited to the following: Building roof maintenance repairs using historically accurate materials and techniques or best preservation standards. Exterior maintenance repairs, including siding, masonry, stairs, windows, and other elements, with a focus on preserving historic features. Interior maintenance of wall plastering, woodwork, and painting, employing historically appropriate methods and materials. Maintenance repair of glass and windows, maintaining their original design and functionality. Refinishing of floors to preserve their historic character. Maintenance repair of ironwork such as gates, railings, and fencing, ensuring structural integrity and aesthetic coherence. Stucco wall maintenance repair using materials and techniques that match the existing fabric. Maintenance repair of exhibit display cabinetry, prioritizing the preservation of historic details while ensuring functionality. Minimum Requirements The General Contractor must provide evidence of successful experience on five (5) projects, a minimum of three (3) that are public projects, involving separate historic buildings or sites within the past five (5) years. The properties must be listed in the National or State Register of Historic Places and have been completed in compliance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. Experience must include successful inventory, removal, salvage, labeling, and reinstallation of historic material. The general contractor must have a B-licensed general contractor, C-33 Painting and decorating specialty license and authorized to self-perform lead-related work (OSHA/CalOSHA/AQMD) due to the sensitive nature of the historical preservation work. The general contractor should be listed in a professional services directory for historic preservation, such as lists compiled by the Los Angeles Conservancy, California Preservation Foundation, or any historic preservation program in California. The National Historic Preservation Act (NHPA) Section 112 and the Section 106 regulations, at 800.2(a)(1), require agencies responsible for protecting historic properties to ensure that all actions taken by their employees or contractors meet professional standards as determined by the Secretary of the Interior.
