Closing Time: 12:00 NOON Question Acceptance Deadline 2024/11/14 03:00:00 PM NST (a) The work shall include the supplying of all labour, materials, equipment and services necessary for the execution and completion to NL Housing's satisfaction for the price tendered all the work described in the Tender/Contract documents and below: (1) Snow Clearing (a) The Contractor shall clear all snow from all walkways, steps, landings, entrances, parking lots, parking lot entrances, on site roadways, access roadways, turning areas, loading areas, garbage dumpsters, fire hydrants, fire lanes, emergency exists and entrances as indicated on Schedule "F" Maps. (b) Snow clearing must commence whenever there is an accumulation of 5 cm (2") or more of snow or when wind conditions cause drifting to such a degree that it will impede the smooth flow of traffic. The Contractor must visit the site when the conditions are doubtful to make sure there will be no impediment to the flow of traffic. (c) When overnight snowfalls or drifting occurs to such a degree to warrant snow clearing, then all areas are to be cleared not later than 07:00 a.m. This will be strictly enforced unless a snow storm is in progress. Fire lanes must be kept open and free of snow and ice at all times. (d) The Contractor must plow/clear snow to the extremities (curb to curb/edge to edge) to prevent ice build up and beyond where approved by NL Housing of all the areas being cleared; (See Maps - Schedule "F"). Clear snow to parking lots/roads where required. All exits must be cleared to a public way. (e) Contractor to clear snow and ice at the end of a walkway where a street plow may have made a pass through. (f) In areas where ramps are located from the entrance and walkway, ramps and walkways to be cleared. (g) Some NL Housing buildings contain 2 exists that use the same walkway. Both exists are to be cleared to the walkway. A security deposit of ten percent (10%) of the Request for Quotation price, excluding the Harmonized Sales Tax, is required for a Bid Security and must be in the form of a Certified Cheque or bid bond. Commercial General Liability Insurance: Without restricting the generality of Section 5 - Indemnity hereof, the Contractor shall maintain, at its expense, Commercial General Liability Insurance acceptable to NLHC to protect NLHC against all liabilities or damages in respect of injuries to persons (including injuries resulting in death) in the minimum amount of two million dollars ($2,000,000) with respect to the operations of the Contractor and/or its Sub-Contractors and in respect of damages to property arising out of performance of the Work. This insurance shall include NLHC and the occupant of the property as Additional Insured. The Contractor shall not commence any work until a Certificate of Insurance, obtained at the Contractor's expense, has been received and approved by NLHC as specified herein. ) Snow shall be cleared and salt applied in such a manner to avoid leaving a build- up of any snow or ice. Any such build-up of snow or ice left on cleared areas or as requested by NL Housing is to be removed at no cost to NL Housing. (i) When snow accumulates at the on-site snow storage areas to such a degree that it will obstruct vehicular traffic flow, parking or conditions become unsafe for pedestrian traffic or damages to buildings on site is anticipated, then NL Housing will request snow to be trucked away to an approved dumping site. The Contractor will identify the dumping sites and obtain all necessary approvals for use of such sites.. (j) The rates for snow removal equipment are as listed in Schedule "E" - Addresses & Prices. (k) If snow is required to be removed from a driveway, the Corporation will contact the contractor for removal at a cost noted in Schedule "E" per driveway. (2) Ice Control for the Prevention of Slippery Conditions (a) The Contractor shall take every reasonable precaution to ensure that slippery conditions on the site are avoided at all times including weekends and holidays. The Contractor shall spread salt consistently over all walkways, steps and landings. Salt is to be at the minimum spread of no less than two (2) tons spread consistently over all asphalt areas. Special attention shall be paid to less travelled areas (ie. parking spaces) to provide for maximum safety of pedestrian traffic. Salt should be applied between 7:00 to 7:30 a.m. immediately following snow clearing operations. This will give salt time to start working before pedestrians traffic begins. Ensure loading ramp and steps between buildings are completely salted. (b) The Contractor will ensure that salt is applied in the quantity noted in 3.(a).1.(h) and 3.(a).2.(a) above at sufficient frequencies to prevent slippery conditions at all times. Special attention should be paid to areas where run offs occur and freeze over night. Should the Contractor fail to comply with these requirements, he may be held liable for any accidents that occur either during the week or weekends. (c) If conditions warrant, NL Housing may request the Contractor to spread a mixture of sand and salt at a minimum of two (2) tons spread as per 2(a) for asphalt areas and as per 1(h) for walkways, steps and landings. This mixture shall be in proportion of one part salt and four parts sand. Should these amounts and/or mixtures be found unsatisfactory to adequately control slippery conditions then the amounts and/or mixtures are to be adjusted accordingly at no extra cost to NL Housing. (d) The Contractor will ensure that any build-up of ice is avoided at all times. Should a build-up of ice occur, then the Contractor is to remove the ice build-up at no cost to NL Housing. (e) Sand used to prevent slippery conditions and for ice control is to be free from all foreign material such as sticks, roots, mud, etc. and shall be capable of passing through a #4 sieve. (f) Salting is required in all fire lanes on weekends and holidays.
