Lewis County is interested in entering into a professional services contract with a consulting firm, with expertise in bridge structures, to provide engineering services for preventative maintenance on three different bridges in Lewis County. The selected consultant for this contract will provide bid ready plans, specifications, and estimates (PS&E) for girder repairs at Hining Rd MP 0.23 bridge and deck rehabilitation and deck overlay at Lewis County's Galvin Rd MP 1.23 & MP 1.55 Bridges. The anticipated schedule for this project includes final PS&E within 12-months of contract execution (utilizing WSDOT's Standard Consultant Agreement with applicable attachments and the Consultant's verified Overhead Audit costs). Lewis County may supplement this contract into future phases (RW, CN). Project construction is anticipated to be completed in 2026. Additionally, there is a mandatory sixteen percent (16%) DBE goal for consultants on this project. The selected CONSULTANT will be expected to enter into a Local Agency A&E Professional Services (Cost Plus Fixed Fee) Consultant Agreement. Lewis County reserves the right to amend the terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Scope of Service Scope of Services to be provided: Initial Evaluation: Perform an Initial Inspection to determine all superstructure member deficiencies and damage from environmental/human caused factors. Repairs Recommend up to three repair options to restore bridge components (girder repairs to legal load limits or OL-1/OL2, if possible, deck overlays, etc.) and provide probable costs estimates for repair construction. 100% PS&E: After preliminary repair options are reviewed and the selected plan is approved by Lewis County (and WSDOT Local Programs), the Consultant shall advance repair and improvement plans to 90% PS&E. -- to apply for all required environmental permits and identify construction easement areas/staging (right of way acquisition by Lewis County). Following Lewis County's review/approval of 90% PS&E, provide 100% PS&E to advertise for contractor construction. Environmental The Consultant shall be Lewis County's authorized agent to apply for and obtain all required environmental permits, reviews, and documents necessary for this project. Anticipated documents/permits include: Archeological review for the existing structures and staging areas. All NEPA documentation for this FHWA funded project. Environmental Permits for in-water/near water work (Washington State (WA) Department of Wildlife's Hydraulic Permit Approval, US Army Corps of Engineers Nationwide Permit Authorization, WA Department of Ecology (DOE) Section 401 Water Quality Certification, DOE Bridge and Ferry Terminal Washing General Permit, SEPA, etc.) Lewis County Permits (maintenance exemptions may be applicable depending on proposed work). Construction: During construction, the Consultant may be utilized as Lewis County's inspector during critical phases of the project and/or to answer contractor "request for information" emails. Additionally, the Consultant shall provide construction monitoring/testing required for the DOE Bridge and Ferry Terminal Washing General Permit. Load Rating: Following the completion of construction, the Consultant shall complete a new load rating for this structure. The Load Rating shall comply with WSDOT Bridge Design Manual and applicable federal requirements including evaluations of all Single Haul Vehicles (SHV's) and Emergency Vehicles (EV's) and overload vehicles (OL-1 and OL-2).
