The Project consists of the restoration of 700 linear feet of an unnamed tributary to Carsins Run in Aberdeen MD. Questions and correspondence regarding bids shall be made through the procurement office, Shawn Brogan (sbrogan@aberdeenmd.gov) or City of Aberdeen, 60 N Parke Street, Aberdeen MD 21001. All questions are due by 4:00 PM local time on December 6, 2024. Bid security shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right to waive any informality and to reject any or all bids. This work shall consist of the construction preparatory operations, including the movement of personnel and equipment to the project site necessary to begin work. All work to be performed under this item shall be in accordance with the requirements of Section 108 of the Maryland Department of Transportation Mobilization will not be measured but will be paid for at the lump sum bid price for "Mobilization, Demobilization, Bonds & Insurance", for which price and payment constitutes full compensation for all work associated with mobilizing and demobilizing the Project as described, all necessary clearing and grubbing, and for furnishing all Materials, labor, equipment, and incidentals required to complete the Work. Fifty percent (50%) of the lump sum Contract price for initial expense will be paid for the first monthly payment, after which the remaining sum will be prorated for the duration of the contract. Price and payment will constitute full compensation for all labor, materials, equipment, tools, and incidentals required to complete the work. Payment of the Contract lump sum price for initial expense will not be made more than once, regardless of the fact that the Contractor may have for any reason shut down work on the Project or moved equipment away from the Project and then back again. The cost of the required insurance and bonds, and any other initial expense required for the start of work will be included in this Section. The Contractor shall install Orange Construction (Safety) Fence around the perimeter of the critical root zone of existing individual trees and along edges of forests to protect the root systems from damage prior to grubbing operations. The critical root zone is defined as one foot per inch of tree diameter at breast height (DBH). This location of fencing for tree protection can be altered with the approval of the Engineer for purposes of specific grading. Orange Construction Fence shall also be installed as security fencing around the LOD (and Access path as directed) to prevent unauthorized access, and/or in other areas indicated on the plans or as directed by the City or the Engineer.
