All bids shall be submitted in a sealed envelope with the bidder's name, address, date and time of bid opening and the words "UTILITY IMPROVEMENTS ON WASHINGTON AVENUE FROM LAFONTAINE AVENUE TO FRONT BEACH DRIVE" indicated on the exterior of the sealed bid envelope. The Bidders Certificate of Responsibility Number shall appear on the exterior of the envelope; if not so, declared bid shall not be opened or considered.
